Madam,
Kindly see the letter dated 30-08-2013 addressed to you, copy placed below for ready reference. Madam do you consider it is impossible to get a conclusion / final disposal from Disability Commissioner / Kolkata. A disability certificate from DC / Kolkata to render help to a PWD will be treated as good enough to close the issue lying unsettled for past 4 years and inform Hon'ble Governor and others who recommended for undersigned. Your kind intervention solicited to settle long pending issue.

Sub: Providing a computer set to an aged
extreme disabled as a life line.
Ref: Entire case reproduced for ready
reference through 3 attachments.
Kindly see the prayer
made to Hon. Governor, West Bengal & Ministry S J E dated 30.05.2009 along
with recommendations of the addressee’s letters placed at annex “Computer case
to Gov.” for ready appreciation. Situation aggravated further when a few days
back due to heavy thunder storm the aged computer purchased in 2002 completely
damaged and become unserviceable.
Few copy of
correspondences out of tons made between the S J E / Commissioner for PWDs /
Kolkata and the undersigned are placed at annexure “Computer case to Gov”,
“ B” & “C” for kind
perusal & further necessary action. You might be unhappy to find that the
issue traveled from one end to another end of the country like a shuttle cork
with out any positive reasons for more than 4 years. Few important aspects of
the case “Case No. 48 / 1141 / 09-10” as registered at S J E’s office
are appended below for your kind information.
The subject case was
sent to a leading NGO of the country for necessary action by Hon. Governor. The
said NGO stopped all activity as soon as the incumbent Governor left his office
due to expiry of his tenure. The matter was brought to the notice of S J E.
I deputed my daughter
to attend Commissioner PWD / Kolkata’s office when she was given to understand
that since there exist no rule the case cannot be considered but no official
confirmation received. However I had written to Commissioner that till date
there exists No rule for aged disabled persons is known to me. In such cases
system prevailing at government offices is to make out a detail proposal in
this regard and placed before a competent authority for obtaining sanction
(legal vetting & finance concurrence may be obtained as & when becomes
necessary). I don’t think any such course of action initiated by Commissioner
PWD so far.
Mean while central
government placed fund to MPs earmarked for PWDs. Accordingly a reference was
made to S J E and SJE referent the matter to Secretary Welfare / W.B with copy
to Commissioner for PWD /Kolkata for necessary action. Nothing progressed so
far.
Supporting documents
referred to issues mentioned at above are all available at annexure enclosed to
this submission. Hope you will be able to call for all papers from the
concerned department and do needful so that this aged poor extremely disabled
can get some relief as prayed for. Thanking you, Namaste.
