Thank you very much for your kind communication vide letter quoted above & initiative taken to settle the issue for the betterment to elderly persons with extreme disability.
                                     
A proposal to open a single window counter for elderly disabled persons so that their cases are solved on request letter / e-mails received at the counter it self in the year 2009 as quoted above followed by several reminders, better suggestions, by different persons / agencies. Considering the issues of disabled persons, who cannot move outside and attend any office due to physical disability, overage natural constraints etc single window counter to solve problems were proposed.

Unfortunately it is seen from BSNL Company’s letter dated 21.11.2013 sent as an accompaniment to your letter quoted above that a reply has been made out in a hasty manner to sweep out the appeal made. From the letter it appears that the issuing authority has no practical idea about the existing facility available for extreme PWDs and as such letter itself is self contradictory, imaginary. Matter could have been dealt with in a more professionally and keeping in view for betterment to entire elderly & extreme disabled community on humanitarian consideration.

It will not be out of place to mention a single excellent case of rendering humanistic services to an extreme elderly disabled person by a Sr.General Manager / BSNL (DOT) / South / Kolkata – Sri.K.C.Ghosh. Since the undersigned is a paralyzed disabled cannot move out side he used to help me to get rid troubles on request made through SMS or E-mails. May Lord God bless such persons a better life. Where as BSNL company vide letter dated 21.11.2013 desired that disabled who cannot move outside shall have to attend their counter to get facility which even they cannot specify.

Hope you have realized the situation and expected that the case be pursued from your end in terms with Govt. policy to render better services to PWDs.

Please refer to your email dated 30.04.2013 on the subject mentioned above, and find enclosed a copy of BSNL Corporate Office letter No. 16 – 12 / 2012 / CSC dated 21.11.2013 addressed to DGM (PG), BSNL, Corporate Office, New Delhi.

2. BSNL has stated that the single window concept already exists and disabled persons are given priority on common counter with extra facilities. Opening of separate counter is not required as the number of disabled customers is not significant. Response from Ministry of Social Justice & Empowerment, Railway Board and Banking Division are being expedited.

Ref: Letter No. 13011 – 9 – 2013 – PG – Mise (Vol II) dated 06.11.2013

In reference to above cited subject & letter, it is intimated that single window concept is already available in all the CSC’s of BSNL on PAN India basis. The grievance of disabled persons dealt with on priority basis on common counter with the following extra facilities to the disabled persons:-

1. The official manning the counters may be asked to give priority to such disable customers who cannot stand / wait in the queues over other customers and render them services ahead of queue.

2. Such priority as above shall be displayed on a board near the cash counters.

Opening of separate counter for disable persons in the BSNL CSCs may not be required as numbers of such customers with disabilities is not found to be significant.

BSNL is not providing services in Delhi area as no customer care counter of BSNL is working in Delhi area. Earlier one counter was operational at CTO under control of CGM NTR, but since closure of Telegraphs Services by BSNL same are not operational. Further clarification in this regard may be asked from CGM NTR.

This issue with the approval of competent authority
