TRADITIONAL INDIAN RICH CULTURE OF RESPECT TO AN OLD AGED PERSON  NEGLECTED, IGNORED OR?


As the old aged mother of the groom is seriously ill, under compelled circumstances I had to agree and arrange marriage of my daughter with in a vary short time (27.06.2010). For arranging this marriage ceremony (without Dowry) besides my small savings I was in urgent need of funds by way of a loan of Rs.1.5lks from any other available financial sources. Government of India is very much concerned / sympatric to old aged / disabled, Sr.Citizen Government pensioners and arranged some instant help through bank loans etc. Against such a provision made through UCO bank (as available from web site) for getting mortgage loan, the UCO, Bongaon branch was contacted. Unfortunately UCO Bank / Bongaon Branch opined that they can give loans for business only and not for any marriage purpose.

My official pension a/c banker i.e. SBI / TNT Studio Branch, Tollygunje, Kolkata-700040 was contacted. As usual this bank is very much helpful to each and every customers including this extreme disabled person apprised me that they can only give me a loan for Rs.1.10lks against 'Sr.Citizen' entitlement as per prevailing rules. I had to agree and received the interest bearing loan of Rs. One lakh and ten thousand only. Since my minimum requirement was Rs.1.5lks, I had made a prayer to Chairman / SBI [India] to consider granting loan for Rs.1.5lks as a special case to "Extreme Disabled" Sr.Citizen. Prayer was made to Sri. O.P. Bhatt, Chairman / State Bank of India considering the fact that any special consideration on merits of the case, departure from prevailing rules, relaxations / exemptions / special provisions if any to "Person With Disability" (so long not considered by SBI / India) can be approved / considered only by the highest authority of the concerned organization and not others. Prayer made to Chairman / SBI [India] on 12-05-2010, & since date of marriage fixed on 27-06-2010 reminders issued on 19 & 20-05-2010, "SHIMOGA DISTRICT PHYSICALLY HANDICAPPED WELFARE SANGHA[Regd]" was also kind enough to recommend my prayer to Chairman /SBI (India) vide letter dated 14-05-2010 to Chairman / SBI [India] < chairman@sbi.co.in > for consideration, further reminders issued are:- on

26.05.2010, 30.05.2010, 03.06.2010, 07.06.2010, 14-06-2010, 17.06.2010 & 20.06.2010 and finally on 23-06-2010
As I was too worried for money and for want of a final decision from Sri.Bhatt I had requested Sri. Bhatt, Chairman / SBI [India] to be feel free and let me know that in the event he is unable to consider the request of a PWD. You all will be surprised to know that no response received from Chairman / SBI (India) even though a large number of letters and reminders issued. (Most of the letters & reminders are available on different web sites / Disabled forum). However since there was no other alternate available with me, on 25-06-2010 I had to take a private loan for the balance amount needed by paying interest @ 4% pm. I would have appreciated if a timely refusal to a PWD is received from Highest Authority (addressee) of SBI / India so that this poor disabled old man could avoid payment of high interest. Probably Sri.Bhatt, being very much cautious about his status, felt it as a below dignity to write to a Disabled Sr. Citizen and neglected, ignored the issue. I, really unable to understand why a gentleman cannot spare few seconds to write 'Yes' or "No" as a courtesy measure to an aged person of the society in pursuance with very rich Indian traditional culture.

One another interesting case to be mentioned here: -

Immediate after the scheduled marriage on 27-06-2010 I received a sue-motto letter No. Kol / RM-IV / Comp/ 204 dated 25-06-2010 (Copy at attachment) on 29-06-2010 from one Regional Manager- Kolkata. Since I have addressed letters to Sri. O.P.Bhatt, Chairman / SBI (India) and sought his decision only and as such this letter is uncalled for. I have not addressed any letter to said regional manager. However the following are observed:-
1. In subject col. of the letter it is recorded " COMPLAINT DATED 13.05.2010 PENSION LOAN FROM T.N.T.STUDIO BRANCH".
Who has made "COMPLAIN" to this regional manager? Only a prayer made to Chairman for his decision.

2. (a) Contents of the letter are a reproduction / replica of what has been explained / agreed to / undisputed. A simple prayer was made on subject loan issue to rise the ceiling for "Disabled Person" to Chairman only who can exercise his discretionary powers to consider or reject a prayer on merits. Thus this is an unnecessary correspondence.

2 (b) As regards sentences "we are guided by the directives of the Bank (A) / Govt. (B) / RBI (C) therefore..."

(A) Who has disputed this?

(B) Unless "Govt." as quoted, relevant circular restricting Chairman /SBI [India] to exercise his discretionary powers to consider / approve a case referred / represented to him is made available or reference no. & date is quoted it is useless to mention for what so ever purpose.

(C) This is most important. Deputy General Manager / Reserve Bank of India's letter in connection with Pension Loan to me is reproduced below for ready appreciation. R.M's claim is purely contradictory and misguiding.

" Sanction of loan or otherwise is a commercial decision of individual banks and RBI cannot intervene in it.

However, we have forwarded your email to SBI for necessary action as they may deem fit.

While our respected POI, GOI acting through the PM and FM etc expressed their sympathy to all PWDs of the society and desired to help them in all respect as far as possible by all concerned, negative attitude by certain authority contrary to the sprit of GOI could not be appreciated.
However I am grateful to all my friends, well wishers round the world including Bank personnel those who expressed sympathy, concern to this poor Disabled Sr.Citizen and wanted to help. Thank you very much for sparing a few minutes with this old man.
