I am a Retd. Sr. Citizen, Hemaparasis Disabled (60%), right side of body fully paralyzed, cannot move out side with out an escort but can only operate computer / internet with unusual left hand to communicate rest part of world especially in connection with social welfare works for betterment to old age disability and disabled persons. Received 17 Railway Awards during later part services at Metro Railway-Kolkata as able human (only photo available at Attachment) but as a Retd. Disabled Sr.Citizen neglected /ignored by all including Indian Railways. -Chinmay Kar

Before bidding good-bye this beautiful globe this disabled Sr. Citizen would like to render some social welfare services for the benefit / betterment of Metro Railway, Kolkata [India]’s family members since as an Ex. Member I do feel that I had some social responsibility towards them. Hope that Metro & Railway management will take due care of the suggestions made and arrange implementation to the extent possible as considered by them. Incidentally it is to mention that suggestions made out for betterment of railway services to old aged and disabled persons, sent to railway authority during past one year have been accepted by railways for scrutiny before implementation as far as possible. Present suggestions are as follows: -

[1] Metro Railway Ambulance

I am a Stroke / Hemaparasis patient and there by had to remain always alert that I may be required to be carried to near by Metro Hospital through Rly. Ambulance. For the past few months some of my aged retired friends, ex colleagues and others attended my residence (I cannot move out side freely due to disability) narrated cases where Rly. Ambulance could not be made available immediately to meet the immediate requirement due to some procedural and practical constraints prevailing on which Rly. Administration has got no control. In a recent case took place at north part of the city the worst situation created could be intelligently solved by railway but such a repetition of situation needs be arrested right now in the interest of ensuring life security of patients of both railways and large railway commuters at emergencies.

In the context it is proposed that Metro Railway may reintroduce the system of having their own ambulance including maintenance and operation so that they need not depend on others for such a most vital services where a simple negligence may lead to life and death situation. Considering the gravity of the situation prevailing, Railway Administration at appropriate level may kindly like to examine the issue and arrange reintroduction of the system as a special case of having Railways own ambulance system to serve its own railway men and vast commuters properly in emergencies.
Railway Troma Treatment Centre
We are very happy to know that another Railway Hospital of M.Rly at Tollygunj is going to be constructed shortly. In this context it is to mention that a Troma Treatment Centre not available in this locality to meet unforeseen emergencies may be considered to be included at proposed Railway Hospital

[2] A friendly Bank for Metro Railway men – available whenever in urgent need: -

Though I am a permanent resident of Bongaon, i.e. 80Km away from Kolkata [India], I had to stay at Tollygunj area of Kolkata after retirement under compulsion for my continuous treatment of Hemaparasis-Disability at railway hospital, Tollygunj and others. At the time of retirement some of my aged colleges and others advised me to open pension a/c with SBI / TNT Studio / Tollygunj as the services rendered and behavior of the each and every bank personal towards customer is superb. In obedience to my well wisher's suggestions I opened my pension a/c in Septr'2004. I find the suggestions made by my well wishers were in absolute right direction- i.e. the services rendered and behavior of every bank personal towards its customers of this posh area of CBD can be treated as outstanding.

Just a few days back I had long cordial discussions with high officials of SBI at Ch.Manager's chamber in connection with different lucrative schemes, exemptions, relaxations may be made available to metro railway men in the event Metro administration agree to nominate this bank to act upon. No doubt by entering into a contract with this bank every metro railway members will be benefited in all respect. As far as I can remember M.Rly had a bandobast with some other bank in similar lines for the benefit metro members but during later part of the bandobast due to amalgamation & other reasons the scheme did not proved to be useful. However more details of lucrative services to government railway personal proposed to be provided will be explained by bank officials during detail discussion with railways. SBI /TNT-Studio - TOL is situated at a very posh area of film Para, CBD area of South Kolkata, very nearer to Metro Uttam Stn, both old & new hospitals of Railways, close to all blocks (A to C) of M.Rly staff quarters and convenient for entire metro commuters to avail banking facility here.
Considering everything narrated at above Metro Railway administration may like to have more details from bank authority before any firm decision is taken. M.Railway authority may like to contact directly with the concerned banker through e-mail (sbi.05680@sbi.co.in) or if so desired the undersigned, disabled will urge bank authority to hold a meeting with Metro by appointment. The undersigned PWD by dint of rendering services to Metro Railway from 1972 to 2004 (32years) and till having a membership by virtue of contributing one months pay towards RLHP have soft corner for metro colleagues and as such this suo-motto proposal is submitted for consideration for benefit to metro personal. Railways are at liberty to accept or reject the above two proposals of a Person With Disability.
Proposal is submitted before Metro and Railway Authority for kind consideration and actions as deemed fit by them keeping in view the social welfare aspects. With regards.
