SYSTEM PREVAILING – DEALING WITH PWD CASES BY-
I am a Hemaparasis, paralyzed (60%) disabled person, right side of body fully paralyzed, who cannot move without an escort, but being asked to speed up to catch up a train by my children’s who are well aware about my limitations and inability to speed up. The factual impediments / difficulties of a PWD, they do not realize / appreciate as a normal human being and as such considering urgency they urged me to speed up. I. am well aware that a person with disability can only realize the actual difficulty of a disabled person where as others may have sympathy towards a disabled person but do not realize the actual difficulty.
Prior to Feb’2003 when I was a normal human being (i.e. prior to becoming a PWD) Sri.Ashim Ghosh, 80% disabled due to Polio at early age, could able to walk on plain surface for 50 meters used to accompany me to local shops etc. During the short journey on a plane surface road Ashim used to fell down frequently. On being asked he used to say that he had lost balance while walking. We could not realize the problems he was having on a plane surface and at times shouted for his negligence / reluctance for walking. Where as now as a disabled I can fully realize the actual the reasons for which Ashim, a disabled used to fell down frequently while walking on a plane surface.
Similarly it cannot be expected from a person other than a PWD that he will realize the actual problems of a disabled person and do / act accordingly for redresses. He may have sympathy for PWDs but the sentiment is not good enough to tackle a case of a disabled person unless he himself is well conversant with the disability impediments.
It is observed that social welfare department like SJE, Commissioner Disabled etc are generally manned officers of general category i.e other than PWDs. It further appears that these officers have a general sympathy towards PWDs but for want of having basic ideas of difficulties of a PWD do ignore / neglect the issues of PWD brought out to their notice. The cases of PWDs should invariably be tacked by a PWD Official for better realization / appreciation of the dept of a case instead of being examined by an officer other than PWD who dad to depend on others for suggestions / opinion
Government at suitable level and others working for social welfare works towards Old Age Disability and PWDs may like to explore possibility of implementing the idea for betterment of the Government system prevailing to serve PWD in effective manner in incoming days.
