Really it is very much surprising to see the an order made by DM / N 24 Parganas / W.B. / India on 4th Oct’ 2010, but suppressed publication for another 56 valuable days up to 30-11-2010 only to ensure that both financially and physically poor victim, who has been deprived for last 10 years to get an EPIC can be deprived this time also (EPIC enrollment to be published on 05-01-2011) even though he possess large number of essential documents in his favor (http://www.facebook.com/album.php?aid=12548&id=100000814118289&l=cfdaf2d096 ) which could not be denied by concerned District Magistrate but came out with some fake / untruth observations to save past 10 years differential treatment to a Person with Extreme Disability.
Both I and Srimati Santi Ghosh mother of Ashim Ghosh are the residents for past 40 & 30 yrs approx and as such well known to vast people / residents of the locality. It is understood from close neighbors, 2 tier, 3 tier neighbors that nobody from any office came to them to enquire about Smt. Ghose. Smt. Ghosh served tea & snakes when some of BDO(?) officials came to our residence for inspection purpose on 07-01-2010 did not raised any quarry about Smt.Ghosh as per record available with every one. Sri.Ashim Ghosh catagorically denied that he has signed any paper stating his mother is dead. Smt. Ghosh’ current bank’s statement from 1986, Huge photographs of Smt.Santi with family for past three decades, M.Ps recent certification on a prayer, An affidavit executed recently in presence of magistrate (submission of which was very tactfully prevented so that deprival may continue) all are made available at web site mentioned above may be seen. Thus observations made are fake one just to deny the issue some how. Justice needed for this poor boy who has requested & empowered every well wishers. More and more surprising information’s / factual will come up... Concerned government administration, ECI may like to intervene to rescue the poor disabled so that he is allowed to lead a better life in spite extreme disability

We all need not be surprised at all. It is evident from copy of original mails and meeting held on 07-01-2010 brought out on line for public view that this great personality is in a habit of functioning his office with Fake persons and naturally it is possible for him to treat a genuine mother but as a “Fake mother”. I am a resident far away from the unfortunate victim but fully aware of genuine relationship** for last three decades. Let us wait for some more surprising activity to come up …..
Highest Administrative authority of India , ECI and al others who has sympathy to this poor disabled person on humanitarian grounds might be carefully watching the worst possible game show on earth on line.

“FAKE MOTHER” This is not only surprising ?? , but a
“WONDERFUL INVENTION”- by District Magistrate / North 24 Parganas, West Benga , India .
Sri.Ashim Ghosh with his mother Smt. Santi Ghosh are the resident of Paschimpara , Bongaon, 24-Parganas (North 24 Parganas with ‘Kar’ family continuously for past three decades, are well known to vast neighbors of locality & who are not fools and accept the invention of DM. This is a purely an unfair disposal. Contradictory correspondences to each other by the district administration, fake letters, excess activeness of government officers, mispresentation of facts etc documents produced herein and large photographs of documents / certificates and family pictures for three decades produced here in shows that something is wrong with local administration. Since Smt. Santi Ghosh is the genuine mother of Sri.Ghosh who offered tea to the inspecting officials of SDO / BNJ on 07-01-2010 & there will be no difficulty in modern days to prove that she is the mother of Sri. Ashim, we are afraid what will happen to this inventor. ECI may take care of the injustice made.

This is a clear case of “DIFFERENTIAL TREATMENT TO A POOR DISABLED PERSON”. You might have noticed that some few months back a similar question was initiated by some officials of Government of India in respect of citizenship of a famous sportsman, citizen of the country ( INDIA ) but the said motivated case initiated by a sector of officials had to be dropped at the timely intervention by the highest dignitaries of the nation. Similar thing happened to Sri. Ashim Ghosh, a poor post polio physically disabled (80%) person having all requisite certificates* to establish his eligibility to get an EPIC being denied for some reason or other, one plea to other** over a decade, but alas! since this poor man doesn’t have any VIP, Lawyers or highest dignitaries as a referee for him he has become a victim of official activeness.. Please go through the order made District Magistrate / North-24 Parganas / West Bengal / India on 04-10-2010 but intentional delay for circulation by 56 days (30-11-2010) so that entry of this victim can be deprived in any way. Incidentally the Ld. Advocate on record Sri. Anirban Chakroborty, who was to submit some essential documents could not attend on 04-10-2010 before DM due to his illness prayed extension of time received by DM on 04-10-2010 was ignored but preferred to issue a hasty order on the same day but dispatched after 56 days. A new plea included that the mother of victim is fake. Name of the person confirming fake is essentially required to be specifically indicated so that the same may be encountered with the concerned person with photography for past three decades (available with this mail) and medically etc.. The more you go through the large number of contradictory correspondences made by the department, already made available on different web sites; you will be more and surprised. The specific reasons for such a hasty action to dismiss the case and deliberate delay in communicating the order by 56 days is they are aware that reason of dismissal will be established by lawful documents and medically and will tantamount to establish that intentional harassment made to the victim over a decade.
As such you may like to get more information’s from concerned DM. ECI is already conversant with this case. There is no reason to believe that ECI of the country is a paper tiger. They have been requested to investigate from their own machinery instead of depending on routine channel eyes to find out loose threads. All documents, correspondences are attached with every reference / available on respective related web sites for ready reference. As such no need to hunt up and waste time. The more you will go through documents, official correspondences & photography’s, all attached with this mail you will be more surprised to find how a disabled (80%) harassed, neglected, insulted for disability and Differently Treated.

Too many letters have been issued in this case by different persons from time to time but it is seen not reply received. But why is not understood. What is wrong or right is required to be brought notice of all concerned. Why a large number of contradictory letters to each other has been issue? When it has been confirmed by the victim that he do not posses Birth certificate why he is being asked to produce birth certificate some how? (all web posted letters needed be referred to). Why DM was too interested to close the hearing / case when he was aware that Ld. Advocate on record was sick and prayed an extension of time due to inability of attend hearing. DM not only closed the hearing by granting extension but dismissed the case in a hasty manner on the date of hearing i.e. 04-10-2010 but surprisingly deliberately delayed publishing of order for another 56 days i.e. on 30-11-2010. Why this is required? This action was necessary to prevent the victim to produce the required evidence. We are interested to know the factual happenings. Sri.Saha, Kar and all others may like to keep watching the case on web site.

As the District Magistrate / N-24 Pargs, West Bengal, India personally requested not to over burden him through mails since he was busy with solving the captioned issue, we did not pursue the request made detailed below. Now that the DM has since issued orders dated 04-10-2010 but circulated due to unknown reasons on 30-11-2010. Thanks for O.O. which are / is being examined & suitable befitting words from dictionary are being searched out to greet on line for ready appreciation by all concerned.
However the concerned District Magistrate is requested to publish the detail particulars as requested vide mail dated 10-07-2010, copy placed below duly yellow hatched color. There may be no objection to furnish details as requested for public information since the same are neither secret nor endanger safety & security of public life. Incidentally no comments received on e-mail dated 28-07-2010 to DM with copy to all others for information. Keeping in view that this issue is likely going to be most important event it can be expected that Election Commission of the country might be watching through its own machinery (with out depending on administrative eyes) to find out loose threads. All documents made available to you all with relevant documentation / web sites.

Please see the demand / request made to provide some information’s by DM / DEO- 24 Parganas, District, West Bengal, India together with too many contradictory letters issued by different offices connected with issue of an EPIC to a 80% Disabled person, having lot of documents/certifica tes but ignored year after years due to unknown reasons by the same authority. Now it appears that the victim has furnished form 001C duly filled in together with entire certificates duly attested to DM/DEO on 05-01-2010 as directed by him on 22-12-2010. DEO by special arrangement got the documents verified on 07-01-010.
This is an appeal case and the case is presently lying with Mr.Binood Kumar, DM/DEO (Appellate Authority) i.e same authority who asked for papers vide letter dated 22-12-2010 and again in June'2010, but now under compelled circumstance wants to de shoulder his responsibility to lower authority for decision which is extremely unfortunate.

2. How many transfer orders made for those working in very sensitive posts beyond 3 years and cases of refusal if any?

Appeal is to be filed within 15 days of the order of the ERO. Since the period of appeal is long over, you may like to file a fresh petition in form 6 for enrolment. To be registered as elector, you would be required to submit the following documents:
1. Proof of Indian Citizenship
2. Age proof
3. Proof of ordinary residence
ERO is being advised to entertain your request even if sent by email along with the enclosures. As a special case, ERO may pl send a person with the print of your email (if all documents found in order) to your address to obtain your signature and verify original so that you do not have to travel to the office.

Probably DM /DEO is not briefed properly. It appears that above letter was issued as per the orders of DM / DEO. and as such as ordered / instructed by DM /DEO,form 001C along other documents submitted to DEO's office on 05-01-2010. It is further noted that the case of issue of an EPIC to a Disabled is being dragged on for years after years for some reason / plea or the other resulting extreme harassment to Disabled Persons of the Human Society. Really it is very much surprising to see the an order made by DM / N 24 Parganas / W.B. / India on 4th Oct’ 2010, but suppressed publication for another 56 valuable days up to 30-11-2010 only to ensure that both financially and physically poor victim, who has been deprived for last 10 years to get an EPIC can be deprived this time also (EPIC enrollment to be published on 05-01-2011) even though he possess large number of essential documents in his favor (http://www.facebook.com/album.php?aid=12548&id=100000814118289&l=cfdaf2d096 ) which could not be denied by concerned District Magistrate but came out with some fake / untruth observations to save past 10 years differential treatment to a Person with Extreme Disability.
Both I and Srimati Santi Ghosh mother of Ashim Ghosh are the residents for past 40 & 30 yrs approx and as such well known to vast people / residents of the locality. It is understood from close neighbors, 2 tier, 3 tier neighbors that nobody from any office came to them to enquire about Smt. Ghose. Smt. Ghosh served tea & snakes when some of BDO(?) officials came to our residence for inspection purpose on 07-01-2010 did not raised any quarry about Smt.Ghosh as per record available with every one. Sri.Ashim Ghosh catagorically denied that he has signed any paper stating his mother is dead. Smt. Ghosh’ current bank’s statement from 1986, Huge photographs of Smt.Santi with family for past three decades, M.Ps recent certification on a prayer, An affidavit executed recently in presence of magistrate (submission of which was very tactfully prevented so that deprival may continue) all are made available at web site mentioned above may be seen. Thus observations made are fake one just to deny the issue some how. Justice needed for this poor boy who has requested & empowered every well wishers. More and more surprising information’s / factual will come up... Concerned government administration, ECI may like to intervene to rescue the poor disabled so that he is allowed to lead a better life in spite extreme disability

We all need not be surprised at all. It is evident from copy of original mails and meeting held on 07-01-2010 brought out on line for public view that this great personality is in a habit of functioning his office with Fake persons and naturally it is possible for him to treat a genuine mother but as a “Fake mother”. “FAKE MOTHER” This is not only surprising ?? , but a
“WONDERFUL INVENTION”- by District Magistrate / North 24 Parganas, West Benga , India .
Sri.Ashim Ghosh with his mother Smt. Santi Ghosh are the resident of Paschimpara , Bongaon, 24-Parganas (North 24 Parganas with ‘Kar’ family continuously for past three decades, are well known to vast neighbors of locality & who are not fools and accept the invention of DM. This is a purely an unfair disposal. Contradictory correspondences to each other by the district administration, fake letters, excess activeness of government officers, mispresentation of facts etc documents produced herein and large photographs of documents / certificates and family pictures for three decades produced here in shows that something is wrong with local administration. Since Smt. Santi Ghosh is the genuine mother of Sri.Ghosh who offered tea to the inspecting officials of SDO / BNJ on 07-01-2010 & there will be no difficulty in modern days to prove that she is the mother of Sri. Ashim, we are afraid what will happen to this inventor. ECI may take care of the injustice made.

This is a clear case of “DIFFERENTIAL TREATMENT TO A POOR DISABLED PERSON”. You might have noticed that some few months back a similar question was initiated by some officials of Government of India in respect of citizenship of a famous sportsman, citizen of the country ( INDIA ) but the said motivated case initiated by a sector of officials had to be dropped at the timely intervention by the highest dignitaries of the nation. Similar thing happened to Sri. Ashim Ghosh, a poor post polio physically disabled (80%) person having all requisite certificates* to establish his eligibility to get an EPIC being denied for some reason or other, one plea to other** over a decade, but alas! since this poor man doesn’t have any VIP, Lawyers or highest dignitaries as a referee for him he has become a victim of official activeness.. Please go through the order made District Magistrate / North-24 Parganas / West Bengal / India on 04-10-2010 but intentional delay for circulation by 56 days (30-11-2010) so that entry of this victim can be deprived in any way. Incidentally the Ld. Advocate on record Sri. Anirban Chakroborty, who was to submit some essential documents could not attend on 04-10-2010 before DM due to his illness prayed extension of time received by DM on 04-10-2010 was ignored but preferred to issue a hasty order on the same day but dispatched after 56 days. A new plea included that the mother of victim is fake. Name of the person confirming fake is essentially required to be specifically indicated so that the same may be encountered with the concerned person with photography for past three decades (available with this mail) and medically etc.. The more you go through the large number of contradictory correspondences made by the department, already made available on different web sites; you will be more and surprised. The specific reasons for such a hasty action to dismiss the case and deliberate delay in communicating the order by 56 days is they are aware that reason of dismissal will be established by lawful documents and medically and will tantamount to establish that intentional harassment made to the victim over a decade.
As such you may like to get more information’s from concerned DM. ECI is already conversant with this case. There is no reason to believe that ECI of the country is a paper tiger. They have been requested to investigate from their own machinery instead of depending on routine channel eyes to find out loose threads. All documents, correspondences are attached with every reference / available on respective related web sites for ready reference. As such no need to hunt up and waste time. The more you will go through documents, official correspondences & photography’s, all attached with this mail you will be more surprised to find how a disabled (80%) harassed, neglected, insulted for disability and Differently Treated.

Too many letters have been issued in this case by different persons from time to time but it is seen not reply received. But why is not understood. What is wrong or right is required to be brought notice of all concerned. Why a large number of contradictory letters to each other has been issue? When it has been confirmed by the victim that he do not posses Birth certificate why he is being asked to produce birth certificate some how? (all web posted letters needed be referred to). Why DM was too interested to close the hearing / case when he was aware that Ld. Advocate on record was sick and prayed an extension of time due to inability of attend hearing. DM not only closed the hearing by granting extension but dismissed the case in a hasty manner on the date of hearing i.e. 04-10-2010 but surprisingly deliberately delayed publishing of order for another 56 days i.e. on 30-11-2010. Why this is required? This action was necessary to prevent the victim to produce the required evidence. We are interested to know the factual happenings. Sri.Saha, Kar and all others may like to keep watching the case on web site.

As the District Magistrate / N-24 Pargs, West Bengal, India personally requested not to over burden him through mails since he was busy with solving the captioned issue, we did not pursue the request made detailed below. Now that the DM has since issued orders dated 04-10-2010 but circulated due to unknown reasons on 30-11-2010. Thanks for O.O. which are / is being examined & suitable befitting words from dictionary are being searched out to greet on line for ready appreciation by all concerned.
However the concerned District Magistrate is requested to publish the detail particulars as requested vide mail dated 10-07-2010, copy placed below duly yellow hatched color. There may be no objection to furnish details as requested for public information since the same are neither secret nor endanger safety & security of public life. Incidentally no comments received on e-mail dated 28-07-2010 to DM with copy to all others for information. Keeping in view that this issue is likely going to be most important event it can be expected that Election Commission of the country might be watching through its own machinery (with out depending on administrative eyes) to find out loose threads. Please see the demand / request made to provide some information’s by DM / DEO- 24 Parganas, District, West Bengal, India together with too many contradictory letters issued by different offices connected with issue of an EPIC to a 80% Disabled person, having lot of documents/certifica tes but ignored year after years due to unknown reasons by the same authority. Now it appears that the victim has furnished form 001C duly filled in together with entire certificates duly attested to DM/DEO on 05-01-2010 as directed by him on 22-12-2010. DEO by special arrangement got the documents verified on 07-01-010.
This is an appeal case and the case is presently lying with Mr.Binood Kumar, DM/DEO (Appellate Authority) i.e same authority who asked for papers vide letter dated 22-12-2010 and again in June'2010, but now under compelled circumstance wants to de shoulder his responsibility to lower authority for decision which is extremely unfortunate.

1. Number of staff and officials connected with sensitive work of electoral enrollment meant for different constituencies under DM - North 24 Parganas for more than 3 years and those working beyond 5 years in contrary to the prevailing service rules.
2. How many transfer orders made for those working in very sensitive posts beyond 3 years and cases of refusal if any?

Appeal is to be filed within 15 days of the order of the ERO. Since the period of appeal is long over, you may like to file a fresh petition in form 6 for enrolment. To be registered as elector, you would be required to submit the following documents:
1. Proof of Indian Citizenship
2. Age proof
3. Proof of ordinary residence
ERO is being advised to entertain your request even if sent by email along with the enclosures. As a special case, ERO may pl send a person with the print of your email (if all documents found in order) to your address to obtain your signature and verify original so that you do not have to travel to the office.

This is a clear case of “DIFFERENTIAL TREATMENT TO A POOR DISABLED PERSON”. You might have noticed that some few months back a similar question was initiated by some officials of Government of India in respect of citizenship of a famous sportsman, citizen of the country ( INDIA ) but the said motivated case initiated by a sector of officials had to be dropped at the timely intervention by the highest dignitaries of the nation. Similar thing happened to Sri. Ashim Ghosh, a poor post polio physically disabled (80%) person having all requisite certificates* to establish his eligibility to get an EPIC being denied for some reason or other, one plea to other** over a decade, but alas! since this poor man doesn’t have any VIP, Lawyers or highest dignitaries as a referee for him he has become a victim of official activeness.. Please go through the order made District Magistrate / North-24 Parganas / West Bengal / India on 04-10-2010 but intentional delay for circulation by 56 days (30-11-2010) so that entry of this victim can be deprived in any way. Incidentally the Ld. Advocate on record Sri. Anirban Chakroborty, who was to submit some essential documents could not attend on 04-10-2010 before DM due to his illness prayed extension of time received by DM on 04-10-2010 was ignored but preferred to issue a hasty order on the same day but dispatched after 56 days. A new plea included that the mother of victim is fake. Name of the person confirming fake is essentially required to be specifically indicated so that the same may be encountered with the concerned person with photography for past three decades (available with this mail) and medically etc.. The more you go through the large number of contradictory correspondences made by the department, already made available on different web sites; you will be more and surprised. The specific reasons for such a hasty action to dismiss the case and deliberate delay in communicating the order by 56 days is they are aware that reason of dismissal will be established by lawful documents and medically and will tantamount to establish that intentional harassment made to the victim over a decade.
As such you may like to get more information’s from concerned DM. ECI is already conversant with this case. There is no reason to believe that ECI of the country is a paper tiger. They have been requested to investigate from their own machinery instead of depending on routine channel eyes to find out loose threads. All documents, correspondences are attached with every reference / available on respective related web sites for ready reference. As such no need to hunt up and waste time. The more you will go through documents, official correspondences & photography’s, all attached with this mail you will be more surprised to find how a disabled (80%) harassed, neglected, insulted for disability and Differently Treated.

Too many letters have been issued in this case by different persons from time to time but it is seen not reply received. But why is not understood. What is wrong or right is required to be brought notice of all concerned. Why a large number of contradictory letters to each other has been issue? When it has been confirmed by the victim that he do not posses Birth certificate why he is being asked to produce birth certificate some how? (all web posted letters needed be referred to). Why DM was too interested to close the hearing / case when he was aware that Ld. Advocate on record was sick and prayed an extension of time due to inability of attend hearing. DM not only closed the hearing by granting extension but dismissed the case in a hasty manner on the date of hearing i.e. 04-10-2010 but surprisingly deliberately delayed publishing of order for another 56 days i.e. on 30-11-2010. Why this is required? This action was necessary to prevent the victim to produce the required evidence. We are interested to know the factual happenings. Sri.Saha, Kar and all others may like to keep watching the case on web site.

As the District Magistrate / N-24 Pargs, West Bengal, India personally requested not to over burden him through mails since he was busy with solving the captioned issue, we did not pursue the request made detailed below. Now that the DM has since issued orders dated 04-10-2010 but circulated due to unknown reasons on 30-11-2010. Thanks for O.O. which are / is being examined & suitable befitting words from dictionary are being searched out to greet on line for ready appreciation by all concerned.
However the concerned District Magistrate is requested to publish the detail particulars as requested vide mail dated 10-07-2010, copy placed below duly yellow hatched color. There may be no objection to furnish details as requested for public information since the same are neither secret nor endanger safety & security of public life. Incidentally no comments received on e-mail dated 28-07-2010 to DM with copy to all others for information. Keeping in view that this issue is likely going to be most important event it can be expected that Election Commission of the country might be watching through its own machinery (with out depending on administrative eyes) to find out loose threads. All documents made available to you all with relevant documentation / web sites.

Please see the demand / request made to provide some information’s by DM / DEO- 24 Parganas, District, West Bengal, India together with too many contradictory letters issued by different offices connected with issue of an EPIC to a 80% Disabled person, having lot of documents/certifica tes but ignored year after years due to unknown reasons by the same authority. Now it appears that the victim has furnished form 001C duly filled in together with entire certificates duly attested to DM/DEO on 05-01-2010 as directed by him on 22-12-2010. DEO by special arrangement got the documents verified on 07-01-010.
This is an appeal case and the case is presently lying with Mr.Binood Kumar, DM/DEO (Appellate Authority) i.e same authority who asked for papers vide letter dated 22-12-2010 and again in June'2010, but now under compelled circumstance wants to de shoulder his responsibility to lower authority for decision which is extremely unfortunate.

Appeal is to be filed within 15 days of the order of the ERO. Since the period of appeal is long over, you may like to file a fresh petition in form 6 for enrolment. To be registered as elector, you would be required to submit the following documents:
1. Proof of Indian Citizenship
2. Age proof
3. Proof of ordinary residence
ERO is being advised to entertain your request even if sent by email along with the enclosures. As a special case, ERO may pl send a person with the print of your email (if all documents found in order) to your address to obtain your signature and verify original so that you do not have to travel to the office.

Sub: Issue of EPIC Card - An 80% Disabled unable to avail facilities offered by
Govt. for years together.
I, Sri. ASHIM GHOSH, aged 31 yrs, a post polio paralysis of both lower limbs 80% disabled person, a resident of Paschimpara, Bongaon, North 24-Parganas, West Bengal applied for issue of a Voter Identity Card to the appropriate Election Commission office at Bongaon each and every opportunity offered by Election Commission of India. Unfortunately it is found that neither EPIC has been issued nor any reasons for non acceptance of request have been intimated. In this connection all detail particulars are furnished below for appraisal of every sympatric persons of India.
[A] Applications made for enrolment as voter on standard format submitted by me and Electoral officers notice thereon for appearing for hearing are as follows.
1) Application receipt dated. 14.10.04 and hearing fixed on 12.11.04 - Attended.
2) Application receipt dated. 07.11.05 and hearing fixed on 25.11.05 - Attended
3) Application receipt No. WB-TTT-0554296 dt. Nil and hearing fixed on 09.12.00 - Attended.
4) Application receipt dated. 22.01.07 and hearing fixed on 10.02.07. - Attended.
5) Application receipt dated. 24.11.08 and hearing fixed on 15.12.08. - Attended
Result is NIL in each occasion i.e. EPIC not issued and reasons not made known. I had, though being a disabled poor person unable to move without 2 escorts had attended all hearings and chased with concerned offices but failed to get any sympathy from Election commission office. Probably Disable persons are not liked by Election Commission office to allow being a Voter of country.
[B] 1) According to North 24 Parganas District Primary School Council., School leaving certificate issued on 07.02.2007 for academic 1986-1989 my date of berth is 14.01.1978.
2) According to Bongaon High School (Estb-1886), Board Index No.: 149-125, Council Recogn. No.: F 369 / BS / (A) / 83, Certificate for session 1993-94 my date of berth is 14.01.1978.
Both the certificates have been produced ECO as an authentic documents of my residence as well as date of berth.
[C] Handicapped Certificate baering No. 2437 Dated.11.11.2003 [Code- OPH] issued in my favor by CDPO/ICDSP. Bongaon-Govt. of West Bengal is a government record showing my age, address, and disability for 80% assessed by Medical Board of the Govt.Hospital. Etc.
[D] I am a Ration Card holder bearing No. 856413 dated 13.12.1996 issued by competent authority of Govt. of West Bengal, of my residence area of the locality.
[E] I am having PAN Card bearing No. ASJPG1689E issued by Income Tax Department, Government of India.
It may kindly be seen from what has been brought out at above that although all the above said documents mentioned at above were issued by Government authority over the years and brought to the knowledge of Election Commission Officers for enrolment as a Voter by issuing an EPIC card, which they ignored for 5 occasions during the years 2004 to 2008 as detailed at above.
As I am an 80% OPD Disabled person, cannot move freely to meet and chase different officers / offices to get EPIC card, I have been NEGLECTED, IGNORED AND OTHERWISE treated, debarred to get an EPIC card. I am a very poor disabled person and in the event EPIC card is issued to me, I would have get a loan made available to Person With Disabilities under various scheme of Government of India which I am debarred due to extreme negligence / ignorance to a Disabled Person
But for my acute disability, inability to speak & to move freely to meet DM & DEO at Barasat, I would have explained in detail the case in person for better appreciation and suitable remedial actions.
In the light of matters / constraints brought out at above, I would like to request your good self to kindly pass suitable orders so that an EPIC card is issued to me at the earliest possible. This is a clear case of “DIFFERENTIAL TREATMENT TO A POOR DISABLED PERSON”. You might have noticed that some few months back a similar question was initiated by some officials of Government of India in respect of citizenship of a famous sportsman, citizen of the country ( INDIA ) but the said motivated case initiated by a sector of officials had to be dropped at the timely intervention by the highest dignitaries of the nation. Similar thing happened to Sri. Ashim Ghosh, a poor post polio physically disabled (80%) person having all requisite certificates* to establish his eligibility to get an EPIC being denied for some reason or other, one plea to other** over a decade, but alas! since this poor man doesn’t have any VIP, Lawyers or highest dignitaries as a referee for him he has become a victim of official activeness.. Please go through the order made District Magistrate / North-24 Parganas / West Bengal / India on 04-10-2010 but intentional delay for circulation by 56 days (30-11-2010) so that entry of this victim can be deprived in any way. Incidentally the Ld. Advocate on record Sri. Anirban Chakroborty, who was to submit some essential documents could not attend on 04-10-2010 before DM due to his illness prayed extension of time received by DM on 04-10-2010 was ignored but preferred to issue a hasty order on the same day but dispatched after 56 days. A new plea included that the mother of victim is fake. Name of the person confirming fake is essentially required to be specifically indicated so that the same may be encountered with the concerned person with photography for past three decades (available with this mail) and medically etc.. The more you go through the large number of contradictory correspondences made by the department, already made available on different web sites; you will be more and surprised. The specific reasons for such a hasty action to dismiss the case and deliberate delay in communicating the order by 56 days is they are aware that reason of dismissal will be established by lawful documents and medically and will tantamount to establish that intentional harassment made to the victim over a decade.
As such you may like to get more information’s from concerned DM. ECI is already conversant with this case. There is no reason to believe that ECI of the country is a paper tiger. They have been requested to investigate from their own machinery instead of depending on routine channel eyes to find out loose threads. All documents, correspondences are attached with every reference / available on respective related web sites for ready reference. As such no need to hunt up and waste time. The more you will go through documents, official correspondences & photography’s, all attached with this mail you will be more surprised to find how a disabled (80%) harassed, neglected, insulted for disability and Differently Treated.

Too many letters have been issued in this case by different persons from time to time but it is seen not reply received. But why is not understood. What is wrong or right is required to be brought notice of all concerned. Why a large number of contradictory letters to each other has been issue? When it has been confirmed by the victim that he do not posses Birth certificate why he is being asked to produce birth certificate some how? (all web posted letters needed be referred to). Why DM was too interested to close the hearing / case when he was aware that Ld. Advocate on record was sick and prayed an extension of time due to inability of attend hearing. DM not only closed the hearing by granting extension but dismissed the case in a hasty manner on the date of hearing i.e. 04-10-2010 but surprisingly deliberately delayed publishing of order for another 56 days i.e. on 30-11-2010. Why this is required? This action was necessary to prevent the victim to produce the required evidence. We are interested to know the factual happenings. Sri.Saha, Kar and all others may like to keep watching the case on web site.

As the District Magistrate / N-24 Pargs, West Bengal, India personally requested not to over burden him through mails since he was busy with solving the captioned issue, we did not pursue the request made detailed below. Now that the DM has since issued orders dated 04-10-2010 but circulated due to unknown reasons on 30-11-2010. Thanks for O.O. which are / is being examined & suitable befitting words from dictionary are being searched out to greet on line for ready appreciation by all concerned.
However the concerned District Magistrate is requested to publish the detail particulars as requested vide mail dated 10-07-2010, copy placed below duly yellow hatched color. There may be no objection to furnish details as requested for public information since the same are neither secret nor endanger safety & security of public life. Incidentally no comments received on e-mail dated 28-07-2010 to DM with copy to all others for information. Keeping in view that this issue is likely going to be most important event it can be expected that Election Commission of the country might be watching through its own machinery (with out depending on administrative eyes) to find out loose threads. All documents made available to you all with relevant documentation / web sites.

Please see the demand / request made to provide some information’s by DM / DEO- 24 Parganas, District, West Bengal, India together with too many contradictory letters issued by different offices connected with issue of an EPIC to a 80% Disabled person, having lot of documents/certifica tes but ignored year after years due to unknown reasons by the same authority. Now it appears that the victim has furnished form 001C duly filled in together with entire certificates duly attested to DM/DEO on 05-01-2010 as directed by him on 22-12-2010. DEO by special arrangement got the documents verified on 07-01-010.
This is an appeal case and the case is presently lying with Mr.Binood Kumar, DM/DEO (Appellate Authority) i.e same authority who asked for papers vide letter dated 22-12-2010 and again in June'2010, but now under compelled circumstance wants to de shoulder his responsibility to lower authority for decision which is extremely unfortunate.

Keeping in view that large number of identical nature of complains being reported through different news media and ECI's dissatisfaction over the issue, remedial directives in this regard, we would like to know the following for better appreciation: -
1. Number of staff and officials connected with sensitive work of electoral enrollment meant for different constituencies under DM - North 24 Parganas for more than 3 years and those working beyond 5 years in contrary to the prevailing service rules.
2. How many transfer orders made for those working in very sensitive posts beyond 3 years and cases of refusal if any?

Sir,
Appeal is to be filed within 15 days of the order of the ERO. Since the period of appeal is long over, you may like to file a fresh petition in form 6 for enrolment. To be registered as elector, you would be required to submit the following documents:
1. Proof of Indian Citizenship
2. Age proof
3. Proof of ordinary residence
ERO is being advised to entertain your request even if sent by email along with the enclosures. As a special case, ERO may pl send a person with the print of your email (if all documents found in order) to your address to obtain your signature and verify original so that you do not have to travel to the office.
Hope this should take care of your concern.

Probably DM /DEO is not briefed properly. It appears that above letter was issued as per the orders of DM / DEO. and as such as ordered / instructed by DM /DEO,form 001C along other documents submitted to DEO's office on 05-01-2010. It is further noted that the case of issue of an EPIC to a Disabled is being dragged on for years after years for some reason / plea or the other resulting extreme harassment to Disabled Persons of the Human Society. Sub: Issue of EPIC Card - An 80% Disabled unable to avail facilities offered by
Govt. for years together.
I, Sri. ASHIM GHOSH, aged 31 yrs, a post polio paralysis of both lower limbs 80% disabled person, a resident of Paschimpara, Bongaon, North 24-Parganas, West Bengal applied for issue of a Voter Identity Card to the appropriate Election Commission office at Bongaon each and every opportunity offered by Election Commission of India. Unfortunately it is found that neither EPIC has been issued nor any reasons for non acceptance of request have been intimated. In this connection all detail particulars are furnished below for appraisal of every sympatric persons of India.
[A] Applications made for enrolment as voter on standard format submitted by me and Electoral officers notice thereon for appearing for hearing are as follows.
1) Application receipt dated. 14.10.04 and hearing fixed on 12.11.04 - Attended.
2) Application receipt dated. 07.11.05 and hearing fixed on 25.11.05 - Attended
3) Application receipt No. WB-TTT-0554296 dt. Nil and hearing fixed on 09.12.00 - Attended.
4) Application receipt dated. 22.01.07 and hearing fixed on 10.02.07. - Attended.
5) Application receipt dated. 24.11.08 and hearing fixed on 15.12.08. - Attended
Result is NIL in each occasion i.e. EPIC not issued and reasons not made known. I had, though being a disabled poor person unable to move without 2 escorts had attended all hearings and chased with concerned offices but failed to get any sympathy from Election commission office. Probably Disable persons are not liked by Election Commission office to allow being a Voter of country.
[B] 1) According to North 24 Parganas District Primary School Council., School leaving certificate issued on 07.02.2007 for academic 1986-1989 my date of berth is 14.01.1978.
2) According to Bongaon High School (Estb-1886), Board Index No.: 149-125, Council Recogn. No.: F 369 / BS / (A) / 83, Certificate for session 1993-94 my date of berth is 14.01.1978.
Both the certificates have been produced ECO as an authentic documents of my residence as well as date of berth.
[C] Handicapped Certificate baering No. 2437 Dated.11.11.2003 [Code- OPH] issued in my favor by CDPO/ICDSP. Bongaon-Govt. of West Bengal is a government record showing my age, address, and disability for 80% assessed by Medical Board of the Govt.Hospital. Etc.
[D] I am a Ration Card holder bearing No. 856413 dated 13.12.1996 issued by competent authority of Govt. of West Bengal, of my residence area of the locality.
[E] I am having PAN Card bearing No. ASJPG1689E issued by Income Tax Department, Government of India.
It may kindly be seen from what has been brought out at above that although all the above said documents mentioned at above were issued by Government authority over the years and brought to the knowledge of Election Commission Officers for enrolment as a Voter by issuing an EPIC card, which they ignored for 5 occasions during the years 2004 to 2008 as detailed at above.
As I am an 80% OPD Disabled person, cannot move freely to meet and chase different officers / offices to get EPIC card, I have been NEGLECTED, IGNORED AND OTHERWISE treated, debarred to get an EPIC card. I am a very poor disabled person and in the event EPIC card is issued to me, I would have get a loan made available to Person With Disabilities under various scheme of Government of India which I am debarred due to extreme negligence / ignorance to a Disabled Person
But for my acute disability, inability to speak & to move freely to meet DM & DEO at Barasat, I would have explained in detail the case in person for better appreciation and suitable remedial actions.
In the light of matters / constraints brought out at above, I would like to request your good self to kindly pass suitable orders so that an EPIC card is issued to me at the earliest possible. All the original Documents referred to at above will be made available to requisitioned officials as and when called for. Yours faithfully,

I am really very happy to be with all of you with my request on the occasion of 58th + glorious series of reminders and continue to wait by reminding ttll you refuse the prayer made by this Retd., Sr.Citizen Disabled, right side of body fully paralyzed, cannot move out side with out an escort. Incidentally this is not a traditional appeal in terms of prevailing rules (framed some 80 years back during British colonial period) but prayed for consideration purely on humanitarian reasons of an extreme paralyzed disabled. Paralyzed Pratibandhi Buddha (67yrs) Buddhi (60yrs) ke bina bahar nehi ja sakta, Asthma Patient Buddhi escort to Buddha nehi ban saketa. Purana jamana ka railway kanuni attendant / escort agar Paralyzed Pratibandhi Buddha ka sath jana nehi diya to unka Antim umar ma Tirtha jatra ma badha dan ka samil hoga- sahanubhuti jancha karta hu.
The basic prayer is to allow his attendant / Escort free to travel in 2nd class may be allowed to travel along with his extreme disabled person who cannot move for what so ever purpose, a Comp. Rly Pass holder as detailed in his earlier prayers. The prayer made on Humanitarian Ground and as a Special case considering the difficulties explained in details vide series of letters referred to at above stands good. You are aware that pending approval this disabled had to cancel the intended south India pilgrimage tour at the fag end of his life.
Now this Retd. Disabled Sr.Citizen intends to visit pending south India pilgrimage spots along with his wife (aged 60 yrs a sickly asthmatic patient) only by this Nov'10 provided an escort is allowed to accompany me as prayed. A 60 year aged sickly lady cannot serve me as an escort which surely you will agree. [Since only daughter eligible to get pass ( Sikha Kar ) married on 27-06-2010 now onwards only myself and wife, both Sr.Citizen will travel with pass henceforth]** Now with the change of status after 27.06.2010, only self disabled and wife, with aged disability Sr.Citizen who cannot be an Escort to me request to allow my attendant (For my specific case Escort) to travel along with me in same class I TRAVEL
Again a time to time reminding this case have become necessary for a Hemaparasis Disabled(60%) right side of body fully paralyzed, cannot move out side to chase a case at different office as his prayer is not receiving attention by the Railway Administration probably due to very much tight schedule now a day. Considering this reminder twice in a week will henceforth will be issued. A certificate of Government Doctor (SDMO/Bongaon, Govt. of W.B) on Rly standard format is enclosed for ready appreciation who has certified that I cannot move without an escort. As committed earlier, a Further certificate issued by Chief Medical Supdt. / M.Rly. / Kolkata that I cannot move without an escort is enclosed as further documentation.
Hope this disabler’s case may get humanitarian consideration at any moment by a kind hearted human being and his prayer is approved. Thanking you all. Yours faithfully,

Good news for PWDs: “Concession for the differently abled, escorts in Tamil Nadu government “ announced on the eve of “INTERNATIONAL DAY OF PERSONS WITH DISABILITY – 3 DECEMBER 2010”
We the Persons With Disability are delighted to see the news “Concession for the differently abled, escorts in Tamil Nadu government mofussil and town buses” brought out by SKR at Humanrightactivist-Yahoogroups on 9th Nov ‘2010. **
PWDs will be happy in case similar actions are initiated by central and other state governments of the country to introduce such facilities in the interest of PWDs who cannot move without an escort. Concession element may be reduced to some extent for availing air-conditioned accommodation but banning the same needs review.
It is urged that while observing the ensuing “INTERNATIONAL DAY OF PERSONS WITH DISABILITY – 3 DECEMBER 2010” suitable announce announcement in this regard may be made by respective governments.

THENI: From now on, differently abled persons who could not move from one
place to another without the help of others can travel in government
mofussil and town buses, excluding air-conditioned buses, with their escorts
availing concession fare offered by the government, said Collector P
Muthuveeran.
In a release here on Monday, he said both could pay only 25 per cent of the
actual fare to travel in any corporation buses.
Certificate needed
They should produce original doctor's certificate stating that the bearer of
the letter could not travel without the escort and the national identity
card issued to the differently abled to the conductor.
The differently abled person could get this certificate from any doctor in
government hospital and primary health centres.
Forms for obtaining the doctor's certificate were available with the
District Differently Abled Rehabilitation Department.
Eligible persons could contact the office for further details, he added.”

I am a Retd. Sr. Citizen (66yrs), Hemaparasis Disabled (60%), right side of body fully paralyzed, cannot move out side with out an escort but can only operate computer / internet with unusual left hand to communicate rest part of world especially in connection with social welfare works for betterment to old age disability and disabled persons, wanted to know from Ministry of Social Justice & Empowerment (India) with regard to Exemptions, Relaxations or any other Special provisions are made available for persons with old age disability and disabled since Nov ‘2008 onwards. SJE ministry could not mention any provision in law or government circulars in this regard but vide his letter dated.03.03.2009 Sri (Dr) T.D.Dhariyal, Dy.Chief Commissioner advised me “There is income tax exeption for persons with disabilities. State Govts. give disability pension. If you are above 60 years of age, you will be covered under old age pension. Sine I was not interested to get a loan, Commissioner (Disabilities) at Kolkata was not contacted. But subsequently a request was made to SJE and Governor, West Bengal (India) to provide a computer set as the Computer set purchased by me in the year 2002 has become practically unserviceable due to old age and over burden resulting frequent interruption while working. Since being poor pensioner and leading circumstances narrated at above I am not in a position to purchase a new computer set. Probably you are aware that I use computer with my unusual left hand and working with an NGO ssbdss_ngo@rediffmail.com without any remuneration for betterment of old aged disability and disabled persons and Child welfare works and connected around the world. As Computer has become a life line of the undersigned disabled person like other artificial aids provided to a Disabled Person, it is earnestly requested to kindly arrange providing me with a Computer set with all its requisites form your department, i.e. a department deals with social welfare services for Disabled Persons. Representation in this regard was submitted on 30.05.2009
1.Hon. Governor of West Bengal (India) considered the prayer & issued suitable directive to a NGO. (As soon as Hon. Governor left office, concerned NGO expressed inability to help due to funds & no provision existing at their org. Details brought out at different web sites from time to tome)
2. CCPD of Ministry of Social Justice & Empowerment, GOI recommended the case bearing Case No. 48/1141/09-10 to Commissioner Disability / GoWB (India) vide Ministry of SJE, GoI’s letter dated 26.06.09 / 02.07.09,, copy to undersigned. Commissioner Disability / Kolkata expressed their inability for want of funds and specific provision and as such further forwarded the case to The Joint Secretary to the Govt. of West Bengal, Women & Child Development and Social Welfare, Writer's Building, Kolkata-700001 vide letter No. Memo No.: 1353 / Com dated the Kolkata 5th November, 2009 for necessary action. Since 05-11-2009 to till date no development or movement noticed. Several reminders issued to the concerning offices through e-mails: micjail@wb.gov.in , com.disabilitywb@gmail.com , snhaque75@hotmail.Com, wb.dsw@yahoo.co.in . No response received so far. Un officially it is understood that due to non availability of funds the request cannot be satisfied. Thus the un productive time consumed are as follows:- 32 days by SJE, 126 days by CD / Kol and unproductive 300+ days till date by Joint Secretary to the Govt. of West Bengal.
Hon. President, Prime Minister and Finance Minister of India are very much sympatric and concerned to help Persons With Disability and it is understood that adequate funds had also been allotted in budgets, Daily at least 15/ 20 (including new PWDs) disabled poor persons with ‘disabled tri cycles’ passes main road in front of my residence but on enquiry it is understood that none of them have got any type of assistance from social welfare department / NGO of the Government,
However it appears from above that no positive action in terms of recommendations made by Hon. Governor / W.B or SJE /GoI are going to be materialized owing to reasons like non availability of funds or provisions made procedural codes etc. In any case a 66 yrs aged Hemaparasis Disabled person, who does not have sufficient spare time before bidding good bye the earth does not like to wait for an indefinite period of silence by the authority referred to. In view of above it is earnestly requested that keeping in view the ensuing “INTERNATIONAL DAY OF PERSONS WITH DISABILITY -03-12-2010” to be observed world wide concerned authority /s may feel free to let me know their ‘Disability / inability to help a poor Sr. Citizen, Disabled (60), right side of body fully paralyzed cannot move out side but can only operate computer to communicate rest part of world, i.e. computer being the life line of this Disabled’. This letter of regret on “INTERNATIONAL DAY OF PERSONS WITH DISABILITY -03-12-2010” will be treated as closer of the long pending case lying with SJE Ministry of Govt. of India. Further exchanging / transmitting of papers from one office to the other will come to an end. However in any case I am not interested to participate at road show or seminars. Thanking you all,

“International Day of Persons with Disabilities - 3 December 2010” Indian Railways may like to observe by declaring availability of facilities for PWDs
“International Day of Persons with Disabilities - 3 December 2010” is going to be observed by countries round the world in different manners as deemed fit and suitable for them. Indian Railway authority may consider observing the day by declaring the facilities already made available and likely to be provided for the Persons With Disability, specificafically for Old Aged Persons. Such awareness will be very much helpful to disabled commuters availing modernized Indian Railway Transport System. The following needs be considered:-
1. Facilities already available and going to be made available for PWD & OAGs are indicated separately. (Part of suggestions made vide e-mail dated 02.02.2010 might have implemented by this time as assured **)
2. Special announcement if any considering merit of an individual PWD may be made on the day as an exceptional item.
3. Directives be issued that no harassment on silly grounds are made to a PWD and in cases where refusal to accept a claim becomes necessary the same should be made in writing with proper sign & seal of the Rly, authority.
4. “Facilities made available for PWDs” be displayed at all major railway stations at the main gate, conspicuous place so that PWDs need not hunt up for any detail information’s. Similar facilities if any available with any rail station may be displayed at conspicuous place.
5. Details of Indian Railways own future plans for benefit of PWDs if any.
Proposal is submitted to Indian Railway authority for consideration with a good sprit. Other viewers may like to suggest Indian Railways for betterment and beneficial to all.

“Sub: MORE SUGGESTIONS - USEFUL TO AGED & DISABLED PERSONS in railways (India)
It is observed that Indian Railways have very recently arranged betterment of train coaches to facilitate passengers comfort during journeys. Much attention is given for upkeep ness by cleaning of the coaches. Railway may consider to add and rearrange the under noted provisions made in compartments for betterment as well as easement to elderly and disabled persons. Incidentally it is felt that the proposal will involve barest minimum additional cost to Railways.
1). Presently one western type of commode system lavatory is provided in each reserved compartment with sufficient toilet papers. Most of the passengers do not use toilet papers as the system is not prevailing and popular in this country. More over sufficient papers supplied, vanishes quickly for reasons known to every body and as such no useful purpose is served. Since water tabs are provided in compartments for washing facility, Railway may like to consider providing Jet spray system fixed at each commodes so that every body (including aged & disabled person) are benefited. Jet Spray system at commode system has become very popular now a day by common people as the system is very advantageous / useful to aged and disabled person.
2). Although there exist instructions from Railway authority that effort will be made for providing lower berths to passengers aged above 55 / 60 years, but in various cases it is observed that aged passengers had to travel by upper berths under compelled circumstance. Unfortunately the ladders / steps provided in coaches to climb upper berths are not friendly to general passengers including aged persons and this also disturb lower berth holders by upper berth passenger during use at night journeys. Under the circumstance it is urged that Railways will reexamine the issue in view of constraints explained and consider providing ladder friendly to passengers in general to climb / get down upper berths.
3). Suggestions made earlier for improvement of passenger amenities etc by Railways are reproduced for consideration and implementation.
a). Some 20-25 years back we used see a white line mark of 1Mtr along the both side edge of a road for slow speed pedestrians and vehicles where foot paths are not available. On a high speed busy traffic road this white demarcated area was considered as a safe area for very sickly and disabled persons. Reintroduction of this system will definitely be very useful to PWDs as well as others sickly personal at various railway premises.
b). At different major railway stations it is always very difficult to move, proceed further to board in a train by sickly, old aged and Person With Disability. At times even persons having full sympathy towards PWD and old aged persons failed to help due to rush for trains. Situations become very grave at stations like Sealdah, Chhannai, Howrah , Mumbai and Delhi where hundreds of local passengers used to travel daily. Railway administration may like to consider marking a passage width of 2Mtrs from main entrance up to each platform with white or any international accepted color so that PWDs and other week persons may avail conveniently. This demarcated area for PWDs and like others will however equally availed of by all passengers but will allow easy passage to PWDs and like other disables. Time to time announcement will serve as a consciousness of the general public. Simply demarcation as proposed will be of immense help to PWDs.
c). Similar action is proposed to be introduced by Metro Railways of the country. As a large number of office commuters had to catch trains according to their own schedule, they had to run violating every thing but a clear and visible 'Demarcation' and there by resultant general consciousness will definitely demand allowing PWDs and others allowing passage way. Demarcation as proposed if implemented will be very much helpful to PWDs, sickly and old aged persons.
d). It is seen that hand railings are not provided at star case of different old office / railway stations / commercial buildings for going to upper floors / pathway. As it becomes very difficult for sickly, PWDs and Old Aged persons to move in an easier manner it is necessary to provide hand railing facility to all such areas where hand railing facility do not exist. A proper guide line in this regard needed be issued by the appropriate authority of Government of India. A common scenario may be seen everywhere at different railway stations, especially at metro stations that space available along the hand rails are occupied by young boys and girls for reasons not connected with traveling purpose. The said occupation of space tantamount to create inconvenience to other commuters including PWD, sickly and old aged disables. Proper announcement in this regard and time to time clearance by departmentally engaged unit may be helpful to arrest the unwanted problems.
Incidentally it is to mention that in the year 2004 I have requested Sri. A. Gupta , Chief Engineer, M.Rly./ Kolkata to provide hand railings to all star cases for convenience of PWD commuters which was accepted by him and had issued necessary instructions on spot.
e). Being a PWD while traveling in AC coach it has been experienced at the time of detraining at major stations like Delhi , Chennai, Howrah , Hardware etc. that huge numbers of collies enters into compartments and jamming the entire passage in hunt of customers. In most cases numbers of collies entered in the compartment are 2 / 3 times greater than that of number of passengers boarded in compartment. As a result most of the collies do not get customers for them and thereby being dissatisfied / aggrieved starts either forcing or starts arguing with the remaining slow moving sickly, old aged, PWD and female passengers taking advantage of very few passengers remaining in the compartment and inside compartment not visible from outside because of AC glass sealed coach. During my last visit to South India while detraining at Chennai Egmore station we had not engaged any collie in a similar situation as were having only some hand bags with us. Some collies started arguing in local language and behaved in ugly manner with my daughter which I had to protest. As I am a physically challenged PWD they did not touch me but followed up to main road abusing me in local language. Some local people having sympathy for us wanted to know the issue. Since I cannot talk to them I wanted to express my trouble to them with local language interpreter, Tamilian friend from Kolkata over my Mobile phone. But alas, my mobile phone and money bag pick pocketed at compartment while I was being pushed out by said collies. Definitely no body will appreciate such situation to happen in future. Railway administration may like to restrict entrance of collies in all AC compartments where inside is not visible from out side and ensure restriction is implemented properly to avoid unwanted situations in future. Only one collie may be allowed to enter on demand by a particular passenger.
f). Traffic control system for a city have been introduced considering easy movement, safety and hazard less utilization of both by vehicles and pedestrians. There is no doubt that the best system available has been introduced for traffic control. PWDs specially persons who can move a few yards with the help of an escort finds it difficult to attend to an office situated at a spot where either a vehicle is prohibited or entering / getting down not allowed. In certain areas garaging of a vehicle not allowed. Had to get down from vehicles far away from Howrah station main or nearby any approachable gate and had to walk through running vehicles / large number of commuters running to catch their local trains. The problems of PWDs who cannot move freely were discussed with different traffic controller, traffic experts of the city who opined as follows:- Authority controlling traffic may like to consider as a special case for PWDs holding Handicapped Certificate issued by Government authority for more than 50%Disablity with them allowing to enter with vehicles to a restricted area for traffic(Other than Prohibited Areas) and by earmarking a suitable gate at Howrah etc stations for entrance of vehicles carrying PWDs having H.C over 50% Disability. Traffic controlling management may like to review the situation keeping in view the difficulties faced by PWDs to solve problems and betterment.

1. Facilities already available and going to be made available for PWD & OAGs are indicated separately. (Part of suggestions made vide e-mail dated 02.02.2010 might have implemented by this time as assured **)
2. Special announcement if any considering merit of an individual PWD may be made on the day as an exceptional item.
3. Directives be issued that no harassment on silly grounds are made to a PWD and in cases where refusal to accept a claim becomes necessary the same should be made in writing with proper sign & seal of the Rly, authority.
4. “Facilities made available for PWDs” be displayed at all major railway stations at the main gate, conspicuous place so that PWDs need not hunt up for any detail information’s. Similar facilities if any available with any rail station may be displayed at conspicuous place.
5. Details of Indian Railways own future plans for benefit of PWDs if any.
Proposal is submitted to Indian Railway authority for consideration with a good sprit. Other viewers may like to suggest Indian Railways for betterment and beneficial to all.

“Sub: MORE SUGGESTIONS - USEFUL TO AGED & DISABLED PERSONS in railways (India)
It is observed that Indian Railways have very recently arranged betterment of train coaches to facilitate passengers comfort during journeys. Much attention is given for upkeep ness by cleaning of the coaches. Railway may consider to add and rearrange the under noted provisions made in compartments for betterment as well as easement to elderly and disabled persons. Incidentally it is felt that the proposal will involve barest minimum additional cost to Railways.
1). Presently one western type of commode system lavatory is provided in each reserved compartment with sufficient toilet papers. Most of the passengers do not use toilet papers as the system is not prevailing and popular in this country. More over sufficient papers supplied, vanishes quickly for reasons known to every body and as such no useful purpose is served. Since water tabs are provided in compartments for washing facility, Railway may like to consider providing Jet spray system fixed at each commodes so that every body (including aged & disabled person) are benefited. Jet Spray system at commode system has become very popular now a day by common people as the system is very advantageous / useful to aged and disabled person.
2). Although there exist instructions from Railway authority that effort will be made for providing lower berths to passengers aged above 55 / 60 years, but in various cases it is observed that aged passengers had to travel by upper berths under compelled circumstance. Unfortunately the ladders / steps provided in coaches to climb upper berths are not friendly to general passengers including aged persons and this also disturb lower berth holders by upper berth passenger during use at night journeys. Under the circumstance it is urged that Railways will reexamine the issue in view of constraints explained and consider providing ladder friendly to passengers in general to climb / get down upper berths.
3). Suggestions made earlier for improvement of passenger amenities etc by Railways are reproduced for consideration and implementation.
a). Some 20-25 years back we used see a white line mark of 1Mtr along the both side edge of a road for slow speed pedestrians and vehicles where foot paths are not available. On a high speed busy traffic road this white demarcated area was considered as a safe area for very sickly and disabled persons. Reintroduction of this system will definitely be very useful to PWDs as well as others sickly personal at various railway premises.
b). At different major railway stations it is always very difficult to move, proceed further to board in a train by sickly, old aged and Person With Disability. At times even persons having full sympathy towards PWD and old aged persons failed to help due to rush for trains. Situations become very grave at stations like Sealdah, Chhannai, Howrah , Mumbai and Delhi where hundreds of local passengers used to travel daily. Railway administration may like to consider marking a passage width of 2Mtrs from main entrance up to each platform with white or any international accepted color so that PWDs and other week persons may avail conveniently. This demarcated area for PWDs and like others will however equally availed of by all passengers but will allow easy passage to PWDs and like other disables. Time to time announcement will serve as a consciousness of the general public. Simply demarcation as proposed will be of immense help to PWDs.
c). Similar action is proposed to be introduced by Metro Railways of the country. As a large number of office commuters had to catch trains according to their own schedule, they had to run violating every thing but a clear and visible 'Demarcation' and there by resultant general consciousness will definitely demand allowing PWDs and others allowing passage way. Demarcation as proposed if implemented will be very much helpful to PWDs, sickly and old aged persons.
d). It is seen that hand railings are not provided at star case of different old office / railway stations / commercial buildings for going to upper floors / pathway. As it becomes very difficult for sickly, PWDs and Old Aged persons to move in an easier manner it is necessary to provide hand railing facility to all such areas where hand railing facility do not exist. A proper guide line in this regard needed be issued by the appropriate authority of Government of India. A common scenario may be seen everywhere at different railway stations, especially at metro stations that space available along the hand rails are occupied by young boys and girls for reasons not connected with traveling purpose. The said occupation of space tantamount to create inconvenience to other commuters including PWD, sickly and old aged disables. Proper announcement in this regard and time to time clearance by departmentally engaged unit may be helpful to arrest the unwanted problems.
Incidentally it is to mention that in the year 2004 I have requested Sri. A. Gupta , Chief Engineer, M.Rly./ Kolkata to provide hand railings to all star cases for convenience of PWD commuters which was accepted by him and had issued necessary instructions on spot.
e). Being a PWD while traveling in AC coach it has been experienced at the time of detraining at major stations like Delhi , Chennai, Howrah , Hardware etc. that huge numbers of collies enters into compartments and jamming the entire passage in hunt of customers. In most cases numbers of collies entered in the compartment are 2 / 3 times greater than that of number of passengers boarded in compartment. As a result most of the collies do not get customers for them and thereby being dissatisfied / aggrieved starts either forcing or starts arguing with the remaining slow moving sickly, old aged, PWD and female passengers taking advantage of very few passengers remaining in the compartment and inside compartment not visible from outside because of AC glass sealed coach. During my last visit to South India while detraining at Chennai Egmore station we had not engaged any collie in a similar situation as were having only some hand bags with us. Some collies started arguing in local language and behaved in ugly manner with my daughter which I had to protest. As I am a physically challenged PWD they did not touch me but followed up to main road abusing me in local language. Some local people having sympathy for us wanted to know the issue. Since I cannot talk to them I wanted to express my trouble to them with local language interpreter, Tamilian friend from Kolkata over my Mobile phone. But alas, my mobile phone and money bag pick pocketed at compartment while I was being pushed out by said collies. Definitely no body will appreciate such situation to happen in future. Railway administration may like to restrict entrance of collies in all AC compartments where inside is not visible from out side and ensure restriction is implemented properly to avoid unwanted situations in future. Only one collie may be allowed to enter on demand by a particular passenger.
f). Traffic control system for a city have been introduced considering easy movement, safety and hazard less utilization of both by vehicles and pedestrians. There is no doubt that the best system available has been introduced for traffic control. PWDs specially persons who can move a few yards with the help of an escort finds it difficult to attend to an office situated at a spot where either a vehicle is prohibited or entering / getting down not allowed. In certain areas garaging of a vehicle not allowed. Had to get down from vehicles far away from Howrah station main or nearby any approachable gate and had to walk through running vehicles / large number of commuters running to catch their local trains. The problems of PWDs who cannot move freely were discussed with different traffic controller, traffic experts of the city who opined as follows:- Authority controlling traffic may like to consider as a special case for PWDs holding Handicapped Certificate issued by Government authority for more than 50%Disablity with them allowing to enter with vehicles to a restricted area for traffic(Other than Prohibited Areas) and by earmarking a suitable gate at Howrah etc stations for entrance of vehicles carrying PWDs having H.C over 50% Disability. Traffic controlling management may like to review the situation keeping in view the difficulties faced by PWDs to solve problems and betterment.
