In connection with prayer made with Indian Railways by an Aged Extreme Disabled person please refer once again specifically letter mentioned under reference at above received by you. Although prayer made about 6 months in advance prior to actual date of Pilgrimage tour by extreme Disabled Person purely on Disability reasons the case is badly lying with Railway Ministry office since 22.4.2017 wit 3 / 3 PUD reminders.
Activity of different Indian Railways actions may kindly be seen to realize the situation / hurdle / difficulty had to face by an Extreme Disabled Person due to absolute NON COOPERATION BY INDIAN RAILWAT AUTHORITY to Disabled Persons. Kindly peruse with your own eyes the real trouble for PWD.
1. Concerned Railway Zone: South Eastern Railway [S.E.Rly]
Kindly see S.E.Rly letter dated 25.5.2017 placed below. S.E.Rly had clearly said that they had nothing to do do with this prayer as it is beyond their jurisdiction. However this railway appears to be very active & responses to each & every letters, well appreciated.
2. Concerned East Coast Zone: E C R [ECR]
Kindly see 2 letters sent by ECR authority placed at Attachment. Though ECR authority could not gauge the practical difficulty of getting pass from concerned GM / M.Rly. Kolkata by an aged extreme Disabled Person owing to existing restrictions existing travelling by Duranto Express without having approval by ED / PM Ministry of Railway yet to be received. However the activity of ECR is appreciated from Disabled Community.
3. Concerned Eastern Railway Zone: E.Rly. [E.R]
Very sorry to comment. No initiative from this railway to help / assist the aged extreme Disabled Person. This railway appears NEGLECT, IGNORE – Disabled community. Despite highest Government authority like POI, PM etc expressed that Disabled Community should be rendered help / assistance to the extent possible had no significance by this railway
4. Concerned Ministry of Railways: Rail Ministry [M.R]
On receipt of necessary recommendation from S.E.Rly vide e.mail dated 28.3.2017 (please see attachment) suitable prayer have been sent to ED / PM .Ministry of Railways followed by several PUD reminders, but even after one month no response / permission received. Incidentally it is to mention that Indian Railways had neglected, ignored to response to Extreme Disabled prayer 168 numbers from 2009 to 2014 and neglected response claim preferred on railways on 22.12.2012 which are being pursued now to reopen.. Probably high Railway officials do feel it below dignity to write letter / e-mails to Disabled Person and as such prefer to remain silent.
However Due to extreme NON COOPERATION REASONS BY INDIAN RAILWAYS TO PERSONS WITH DISABILITY [PWD] the plan made out by an aged extreme Disabled Person for Pilgrimage tour to PURI Dham well in advance by 6 months i.e 7.2.2017 (Date of journey 20.8.2017) had to be cancelled once again.
As explained earlier that in the event permission is not granted before 20.5.2017 UNLESS INDIAN RAILWAYS EXTEND THEIR COOPERATION BY RENDER HELP / ASSISTANCE IN GETTING PASS FROM GM / M Rly, Kolkata, RESERVATION AS SOUGHT FOR BY EXTREME DISABLED PERSON IT WILL NOT BE POSSIBLE TO HAVE PILGRIMAGE TOUR IN BALANCE LIFE.

The undersigned, an aged retired extreme Disabled, can’t move without escorts (as detailed at the top of letter head) had to submit before you for kind consideration and pass suitable orders:-
That the undersigned extreme Disabled is desirous to go to Puri exclusively for pilgrimage purpose by Sealdah Puri Duranto Express (only train to avoid trouble sum journey up to Howrah Station platform from Sealdah by an extreme Disabled Person like me) against his 1st Class Rly Pass along with wife aged 66 yrs, an Asthma Patient [a 66 yrs aged sick lady cannot be an attendant/escort to me] and one attendant / escort well conversant with requirements of a Hemiparasis Disabled essentially required during proposed journey next Oct-Nov’17 period. It is experienced that being an extreme Disabled Person due to paralysis of entire right side of body it become impossible to travel in a coach like sleeper or 3 Tier services i.e in shorter space coaches.
Under the circumstance it is requested to kindly examine the proposal of an extreme Disabled Person, based on entirely on medical & physical explained reasons & allow travel by Sealdah – Puri Duranto Express 22201 Up & Dn as a special case and oblige. The requirement are as follows:- 2 lower AC 2 Tire berths for self & wife and one berth in Sleeper for Attendant cum Escort as certified by CMS / Railway & SDMO / Govt Hospital. Since the train is vestibule arranged the same will serve purpose. In case meal charges needed, the same will be paid. All the testimonials required in support of factual position may kindly be seen at attachment.
In connection with present submission kindly see all references made with GM / SE Rly, CCM / SE Rly, CCPD / Delhi placed at different attachments, URL all links mentioned in different letters connected with instant issue for ready appreciation. Incidentally it is further mentioned that every copy of correspondences made in connection with instant case have been endst to each & every officer concerned which may kindly be connected if considered necessary.
Incidentally it is to state that that on receipt of instant request made to CCM / SE Rly replied in traditional neglect, ignore tendency of railways by issuing a sweeping refusal letter vide No.RTC / 45 / 3 / 80 / 2 PL Dated 9.3.2017, matter referred to “A.K.Goel GM”gm@ser.railnet.gov.in , CCM / SE Rly then written a comparative soften letter bearing No. Resv / C Kar / 2017 Dated 28.3.2017 which has been referred back vide mail dated 15.4.2017 with copy endst to every authority connected with Disabled matters may please be connected & seen for further necessary action.

Thank you very much for your mail in reply to me dated 22.3.2017. I am happy to find that you have gone through my submission carefully and tried to solve problems as far as possible from your end. Hope except referring mattersto Executive Director Passenger Marketing / Railway Board, New Delhi, other suggestions be onward transmitted to your other counterparts for necessary actions by their subordinates
Since you could not specifically mention the name & designation of the officer approved / disapproved privileged curtailed on 1stclass Railway passes issued to extreme Disabled Persons the issue needs be mentioned to the appropriate Govt authority to examine the issue.
Railway Board is simply an communicating office of Govt. authorized official / 2,3 nominated authorized official approved decision of Govt for its implementation [only a PWD Govt. official at appropriate level or an Doctor, orthopedical stream can access & understand the real trouble, physical inconvinience & requirement of an extreme physical Disabled Person & none other else]. It is not understood if at all a member official from PWD group, Doctor from orthopedical stream was included to take decision for curtailment / alter existing facility provided to 1st class passes for extreme PWD person in all fairness & acceptable from legal point of view.
Curtailment of existing facility to 1st class Pass holders particularly for extreme Disabled Person lead to Differential treatment made to PWD person with others in general may attract violation of “Declaration on the Rights of Disabled Persons Proclaimed by General Assembly resolution 3447 (XXX) of 9 December 1975 / 2007 especially matters pertaining to Differential Treatment to a PERSON WITH DISABILITY , please see link:http://www.ohchr.org/EN/ProfessionalInterest/Pages/RightsOfDisabledPersons.aspx “ Suitable action in this regard may be processed immediately.
Indian Railway is popularly known as “Non friendly organization to Disabled Persons” by virtue of their heartless attitude to extreme Disabled Persons. Incidentally this is within the knowledge of International organization like UN-Enable, Dspd Enable etc, dissatisfaction expressed by this organization may be seen from attachments sent along every submissions, letters to MR etc.
Since the issue is being taken up with higher authority of Indian Railway, Govt authority specially entrusted to deal matters with Disability affairs of the nation, highest legal authority of India in the adopted sprit and sympathetic views expressed by POI & PM at different Govt platform from time to time the above information read with following links are sent for study and appreciation.

Their specific kind attention is requested to go through para 2 up to concluding paragraph and get ready to initiate further necessary o proceed with the issue likely to be placed before your court.
