ELECTION FOR 16th LOK SABHA CONCLUDED ON
12.05.2014. Lok & Rajya Sabha – Members of Parliament, India up to 15th
L.S and Members for 16th L.S. - may kindly look back to find that so
far NOTHING HAS BEEN DONE for safety, security,
exemptions, relaxations, or any special provisions made for Extreme & Old
Aged Disabled Persons of the country.

Considering immediate need a Draft memorandum was put up to
the government at appropriate level to initiate immediate implementation but
unfortunately the proposal lying pending with Ministry of Social Justice &
Empowerment, GOI for more than three years carelessly. Thus you may appreciate
that although Govt. of India at the highest level are very much sympathetic to
PWDs, extreme & Aged Disabled person’s but unfortunately it appears that
government machinery are totally reluctant to do any type of betterment to
extreme PWDs. As an interim solution it was proposed to engage
Chief Commissioner Persons with Disability / Delhi to look after the issues
mentioned at the proposed Draft till the same is approved formally.
Unfortunately the revised interim proposal is also lying with SJE.
Attention of all new 16th Lok Sabha Members and
Govt. official deals with social welfare woks for betterment to Extreme and Old
Aged Disabled Persons. Let us hope for a better tomorrow.
Incidentally it is to mention some important cases of
neglect, ignore, bluff, differential treatment to PWDs by concerned Ministry
& its machinery are placed below to study & do needful. . Nothing done
for Aged PWDs so far except theoretical lectures & some cumbersome legal
provisions which all are impossible for an aged PWD to get through. SJE
machinery needed be gear up to do betterment for PWDs without depending on some
selected NGOs. Retaining same officers at MSJE for year after years can not
increase the quality & efficiency of an office as far as Social Welfare
Works.
1. Ministry of SJE, GOI were requested to let me know if
there exist any exemption, relaxation, or any special provisions made for aged
PWDs since 2009. As
there exist nothing, MSJE could not reply
till date though several
reminders issued. [MSJE]
2. Though
MSJE could not reply to (1) above NHFDC came forward with a special loan
proposal for me uncalled for. Knowing fully well that it is a purely BLUFF
proposal from NHFDC a car loan was submitted to NHFDC. Correspondences
exchanged between the parties may be called for to test the BLUFF case of NHFDC of MSJE. [NHFDC]
3. Indian
Railways was requested to allow his attendant / escort to accompany this
extreme paralyzed disabled person can’t move with out escort while traveling in
same compartment on the authority of pass but railway authority remained silent
although 168 reminders issued. Not only railway remained silent, ignored, but
differentially treated to this extreme disabled by charity distributing of most
costly class free passes to various persons of the society who never worked for
railways nor have any connection with Indian Railways. After issue of 168
reminders a case & compensation claim has been lodged with NHRC vide
registration D.No 1413453 Dated 06-01-2014. Intentionally Railway did nothing for aged PWD. [I.Rlys

4. Governor WB and MSJE recommended providing a
computer set to this extreme aged paralyzed disabled can’t move out side but
can operate computer with unusual left hand to connect others in connection
with social welfare works. The case in question moved like a shuttle cock between
Delhi & Kolkata several times for past nearly 5 years with out ay positive
results. Commissioner Disability / Kolkata have been requested in the event
Com. Disabled unable to oblige Governor’s recommendation he should declare his Disability to help Extreme Disabled
Person to close the case early is also delayed for years together. [MSJE & Com. Disability / Kol]

Due to extreme urgency i.e. for marriage ceremony I had to take a loan
against my SBI pension account for Rs.1.5 lks. Interest charged for this loan
was 14.75%. Since SBI used to sanction loan up to 25 lks @ 9 – 10% interest for
purchase of cars & house building, and high rise of market price prayed to
reduce interest element i.e. 9-10% considering as Senior Citizen & Disabled
Person ,cannot earn separately. SBI denied to consider as they have no provision but stated instead of directive
from RBI they can not do anything. RBI referred to but they did not instruct
SBI though repeatedly asked for and posing like they never heard Govt’s
directive to help PWDs. Nothing
done for PWDs so far. [SBI & RBI]

BSNL Co, a lease company under TRAI & DOT were requested to open a single
window counter for the Old Aged & Disabled Persons so that these persons
can get their requirements etc done from this particular counter instead of
attending different offices. This proposal was moved with CGM / CTD – Kolkata
& CMD / BSNL / Delhi from 2009
onwards. Just recently on being chased by PMO , BSNL Company, HQ after a lapse
of 4 years informed that the system already introduced & functioning. The
information supplied by BSNL Co is however not correct i.e. said company is not interested to serve
its aged & disabled consumers in any way. [BSNL Co]

A young man aged now 36 yrs, Post
Polio Disabled (80%), can not move out side without escorts was deprived for 10
years to get an EPIC card although he
was having all the required documents with him. Due to motivated, deliberate
misuse of official power, false allegations made, perverse actions taken by
Binood Kumar, DM / North 24 Parganas, WB on 04-10-2010 the extreme disabled had
to suffer very badly. The issue was brought to the personal notice of Sri.
Qurashi, Chief Election Commissioner of India
along with documents through e-mails for kind intervention. CECI has however on
examination of documents arranged issue of EPIC through same guilty IAS, DM.in
April’2011. Issue was brought to the notice of HM for suitable actions guilty
IAS in question. Since the incumbent guilty official belongs to IAS cadre most
probably other senior IAS officers not interested to take any action & thus
an extreme disabled suffered seriously. Being a very poor person and unable to
carry out hard works for income prayed for a job on compensation basis against
guilty action of administration to an extreme Disabled person against PWD quota
in 2011 onwards but no response. The victim in question alternatively prayed
for a loan to purchase a car for his personal use as well as commercial
operation to earn money. For this purpose he requested administration to
recommend his case to NHFDC so that he can get the loan with out any type of
harassment to extreme disabled person. Actions
waited. See how Extreme Disabled
are TREATED [HM, SJE, NHFDC]

It is however can be stated that
the performance of SJE as far as PWDs are concerned is far from satisfactory
and needs be gear up for betterment. Existing establishment posted for years
together can not improve quality and efficiency of the office to serve
betterment in view of fact that except few reservations so far nothing done for
PWDs & specially for OADs. The idea for getting every thing done through
some selected NGOs should be stopped at once in the interest of better
performance by Government.
