President & Prime Minister of India expressed their deep concern & desire to do betterment for PWDs real pictures for Old Aged Disabled Persons / can’t move out side are disappointing….
Despite President and Prime Minister of India expressed their deep concern for Persons with Disability, advised the Government to do betterment for PWDs – it is seen that practically nothing has so far been done or expected to be done for Old Aged Disability & Disabled Persons especially those cannot move out side for what so ever purpose due to physical constraints. It is felt that some examples of happenings made to Sr. Citizen Disabled cannot move needed be taken to the kind notice of Prime Minister of the country for real appreciation and necessary directives as considered necessary by his honor. – Kindly see few examples which have already been brought to the notice of higher administrators of the country but did not produce any result.
1. ONCE again Bharat Sanchar Nigam Limited / Kolkata started sending erroneous bills to harass a Sr. Citizen Disabled who cannot move out side to attend different offices of BSNL to settle the issue. Some three years back similar things happened when CMD / BSNL & CGM / Kolkata interfered & settled the disputes but now BSNL accounts have started disturbing again. Matter has been brought to the notice of CMD / BSNL & CGM / Kol but no remedial action initiated so far & as a result there of I had to suffer financial losses every month. Though administrative officers of Government of India are headed at the top of BSNL they have not even considered the proposal to open single window counter to serve cases related to Old Aged Disable & Disabled persons who cannot move. 2. To allow his escort to travel along with him on the strength of C/Pass in trains, a request was made to railway authority by a Sr.Citizen (67yrs), Disabled (60%), Hemaparasis, right side of body fully paralyzed cannot move out side with out a capable escort bears no result / unattended so far even after issue of 88 (eighty eight) reminders by me so far. Duly explaining the acute reasons, a prayer was made to the Governor of West Bengal and Ministry of Social Justice & Empowerment of India to provide a computer set treating this as a life line to Sr.Citizen Disabled (60%) right side of body fully paralyzed, cannot move out side with out an escort but can only operate computer to communicate rest part of world in connection with social welfare works for old aged disability & disabled persons. Incidentally there exist no Exemptions, Relaxations or any type of Spl. Provisions made for Sr.Citizen, Disabled except tax & train reservation (not useful). The said prayer was recommend by both Governor of WB and SJE Ministry, but the case traveled like a shuttle cock from one end to the other i.e. between Delhi and Kolkata for last 24 months but could not produce any effective result so far. Since Government has recently decided to place a sum of Rs. 20 lks at the disposal of MPs, a request was made to pursue the case to MP on my behalf. In response, just recently Commissioner Disability / WB had collected requisite particulars from me for further necessary action. Kindly see details of proceedings. 4. An issue “Deliberate differential treatment, misuse of office establishment & powers, insult & threats to disabled & entire PWD community by ADM / G, DM & some few others of district administration 24 Parganas, West Bengal, India to deprive a disabled (80%) in getting EPIC with his eligibility documents” ware moved by various well wishers to disabled of the society. The Election Commission of India have considered the case and arranged issue of EPIC on the basis of documents furnished which was refused by above said officers intentionally for a decade. The entire case is within the knowledge of each & every highest authority of Government of India with tons of documents, contradictory correspondences made by administration, photo documents- exhibit etc continuously for past 6/7 months. Earmarked proven guilty personal of the Govt. are now within the knowledge of highest administrative authority of West Bengal i.e. Ch.Secretary & Home Secretary for their actions, considerations as deemed fit in administrative interest of fair, impartial and disciplined governance. The poor extreme disabled victim who had to suffer both financially & mentally due to guilty personal of the Government authority the onus and humanitarian consideration can be expected from Govt. to grant / provide a befitting compensation so that victim disabled in question can carry on despite he lost every opportunity for unwanted reasons. In view of the factual position mentioned at above may we expect that union Government will be considering some effective measures so that old aged Disabled and Disabled persons cannot move for any purpose are not harassed, ignored by any authority and their grievances (including e-mails) are sorted out / received proper justice / attention by the addressee concerned at the earliest possible / reasonable time. Such an instructions / orders issued will definitely beneficial to old aged disables & disabled persons who can’t move. Now the case is known to every one that a serious mistake / misuse of powers have been made by principal administrative officers of district (North 24 Parganas) with the help of some subordinates to deprive his legitimate eligibility over a decade and thus put the disabled in trouble intentionally. It is hoped highest administrative officials will initiate suitable action to those are guilty.
In this context the administration may like to consider arranging suitable compensation to the victim disabled (80%) Sri. Ashim Ghosh, 33yrs as he has to suffer both financially & mentally due to intentional erroneous dealings made by ADM / G, DM and others of Govt. Admn. DM, who by virtue of his post, in charge officer of Social Welfare Department not only miserably failed to help a disabled but acted to the contrary. In view of the present aggravated situation of the victim disabled it is proposed to consider suitable compensation so that the poor boy can be able some how maintain his small family. By such action the very sprit of the Government to help disabled will not be defeated. This is not a recommendation but a suggestion on humanitarian grounds. Thank you every body. Let us hope for better tomorrow for every one.

Finance Audit Directorate of Govt. of West Bengal may kindly like to take note of observation placed below against item 3 (Yellow hatched portion) and find out the authority competent to order for such action and payments made there of in terms of prevailing rules are in order. BDO / Bongaon arranged video photography (Aug’2010) of a disabled (80%) citizen in connection with EPIC inquiry at an open space of the residential compound before general public with out obtaining permission just to defame, insult the disabled & his family. DM / N 24 Prgs has however accepted video issue but with contradictory definition to legal interpretation. Hope to be excused for encroaching valuable time. Thanks.

I am a very small person but as discussed with other well wishers I like to avail the golden opportunity to give full marks, congratulations to Election Commission of India for conducting a free, fair, peaceful & justice to justice denied disabled person during W.B.Assembly election 2011 this time.
Incidentally it may not be out of place to mention that the incidences of 1) differential treatment made by N 24 Prgs District Administration to a disabled (80%) citizen, 2) misuse of administrative powers, 3) illegal video photography using government exchequer to defame a disabled citizen & family at an open space of his residence, 4) deliberate insults to disablers & entire PWD community conducted under leader ship of ADM/G & his flower officials on 30-08-2010 in front of DM/N-24 Prgs, 5) Issue of a hasty, imaginary, mala-fide, perverse order 04-10-2010 contradictory to vast documents produced by DM / N-24 Prgs (Suppressed publishing of order for 56 days i.e. up to 30-11-2010) against a disabled (80%) citizen who cannot move. etc, we believe that commission & highest administrators of Government of India and West Bengal might have taken proper notes for remedial and further actions to ensure corruption as well as misuse of official power free administration. Persons involved (Names of incumbent not indicated now considering decorum aspect) in this unfortunate case are a) 3 inspection officials attended my residence on 07-01-2010 as per order of SDO/BDO-Bongaon (ALRO to be excluded as he had no function), b) ADM/G main Architect & leader of insult issue of PWDs on 30.08.2010 and DM / N 24 Prgs (abused by Hon. High Court / Kolkata for not accepting PAN Card & Ration Card as prove of citizen), & c) ERO /AERO –Bongaon declared the victim disabled as not a citizen though possess PAN Card & Ration Card even though they are aware that denial of acceptance of PAN Card tantamount to disregard & challenging authority of PoI and GoB.
Since all the documents, certificates, correspondences made & correspondences made by department contradictory to each other, photography documents for past three decades in vast numbers are already available with you all for the past continuous six months reproduction may not be necessary. Hope you will spare few minutes to ensure impartial and disciplined administration. Let all of us hope for a better tomorrow. Thanks.
