“Prime Minister Dr. Manmohan Singh while launching Unique Identity Scheme at Maharastra said the issuing of unique identity cards is a beginning of a big effort for the welfare of the common man. The poor did not have any identity proof. Due to this shortcoming, they could not open bank accounts or get ration cards. They could not avail the benefits of government welfare programmes because of this and many times, these benefits were pocketed by others, He said those who are economically and socially backward will be the biggest beneficiaries of this programme. We will give every opportunity to live a dignified life to our poor, scheduled castes and scheduled tribes people Singh also said the rolling out of the unique numbers displayed a symbol of a new and modern India. "We are moving fast in the field of technology. Nowhere in the world, technology has been used in such a big way. I hope every citizen will get this number very soon, Smt. Sonia Gandhi also echoed similar views saying the unique identification numbers will help plug the loopholes in the Public Distribution System (PDS). "The problem of fake ration cards will be over now.”
Issue of Unique ID is a unique and very useful single door identification of a person throughout the country. Government announcement to initiate issuance of the UID at the earliest for every individual of the countrymen is welcomed.
In the context of union government of India’s decision for issue of UID (for all purpose) to all the idea of issuing separate identity for specific purposes by spending crores of rupees from government exchequer may not be required / needed be dropped.

ATTESTATION OF DOCUMENTS BY GOVT. OFFICERS (India):-
Submission of documentary evidence in support of a representation, claim etc before the competent authority of the department are required to be made with attestation made by a gazette officer of the government, Normally a government department do not accept any documentation/s accompaniment to appeal / representation with out attestation by government officer.
Banks however introduced a new system of accepting copy of documents duly signed by the applicant himself. This “self attestation” system appears to be more acceptable as in case of any eventuality the person produced the document under his own signature can be taken up straight way instead of cumbersome method of fixing up responsibility.
Getting a document attested by a gazette officer of government department duly complying paraphernalia’s is a time consuming and turf job. Officer may not be available, reluctant to sign and deliver to an outsider not known to him and comparing official’s reluctance to spare time for such extra works etc. creates harassment to get attestation. Persons with old age disability and disabled who cannot move are the worst sufferer of this system of attestation by a gazette officer. Getting attestation by a gazette officer is so turf that PWDs are even afraid of having dream for getting attestation where as for every purpose attestation is required.
In view of the extreme difficulties explained above in details, it is urged that Person with Old Age Disability and Disabled who cannot move may be exempted as a special case to submit ‘documents duly attested by a gazette officer of the government’ and be allowed to submit “self attested” documents along with their appeals / submissions henceforth. It is requested that suitable directive from the government be issued at the earliest so that troubles of PWDs are minimized to some extant.

OFFICIAL CORRESPONDENCES THROUGH E-MAILS: -
With the modernization of official business system more and more use of E-mail communication have become necessary. E-mail communication by offices are however welcomed by every one since considering faster disposal, hazard free services etc. Particularly the system is very useful to those who cannot move due to old age disability and disabled persons of the society.
While appreciating introduction of the system it is to mention that certain norms needed be introduced to issue E-mails for communicating official decisions / orders etc. There is big difference in communicating traditional official letter duly signed and sealed by the issuing authority where as at E-mails, signature and seals are not available.
In most of the cases it is observed that while high ranking officers of the administration used to issue E-mails indicating their name and designation on their officially allotted e-mail ID but others do not use their name and designation at official e-mails rather prefer to use ‘name of the office’ or “Sec in-charge” etc. The out come of such e-mails are not cognized by officials when chasing is made where as mails duly named with proper designation are located easily and can be acted with out any trouble.. It oftenly noticed that official allotted e-mail ID’s of an official is being used by other person for private reasons like facebook, orkut etc. There has been no trouble to identify e-mails with relevant records where high officials used to indicate their name and designation at e-mail correspondences. (A large number of such cases have already been posted at different web sites for public view during past several months)
Now it may be expected that appropriate level at the government level may like to issue some guide line for issue of official e-mails by officers using their name, proper designation for proper identification and use of official e-mail “ID”s by the authorized person only to arrest misuse of official e-mails. Use of E-mail at offices cannot be stopped now a day but requires to be used more carefully and intelligently for better services to the nation.
