BSNL(INDIA)'s NEGLECT - TO A DISABLED PERSON

A specific sample case (3) is brought out for perusal of every human being for appreciation of the extreme difficulty faced by a disabled person who cannot move to attend office for chasing and getting his official works done, had to depend on modern technology i.e. E-governance but miserably failed to get his problem solved through the system introduced. The very intention of the Government of India by providing computer set including internet connection to every officers and office will be totally defeated in case e-mail communications are neglected and inevitable cases like PWDs are over looked / neglected. Attention of the Government at appropriate level is invited. Too many articles on the issues are already available at different web sites
In the instant case BSNL admitted by way of correcting / rectifying some defects pointed out in a manner not in consonance with the factual position and in pursuance with the prevailing official norms. Thus the disputes / differences and claims pointed out during the long spell from 12.03.08 to till date lying unsettled and references made by this disabled person through e-mails from time to time are all neglected / ignored.
The intention of bringing this article to the notice general public is not to settle my case but to establish that E-governance communications by PWDs, cannot move to attend different offices for chasing had to face extreme difficulties and find out a suitable way so that PWDs need not face such troubles in future. - Chinmay Kar 23-02-2010

Your kind attention is invited to my E-mail letter dated 28-09-2009 followed by series of reminders in connection with disputes / differences had arisen with CGM / Kolkata (India) since12-03-2008. The entire issue is within your knowledge from March'2009 onwards. In case you are unable to settle the long outstanding issues, feel free and tell me frankly that you are unable to set right your system and solve the issues of a disabled person. Incidentally it is stated that your CGM is hesitant to accept a suo motto proposal for holding a joint meeting to discuss and settle the issue of a disabled.

Hope you will not hesitate to take suitable action to solve the entire issue so that this old aged Disabled person need not suffer financially any further.

Time to time reminding this case have become necessary for this Hemaparasis Disabled(60%) right side of body fully paralyzed, cannot move out side to chase a case at different office as his prayer is not receiving attention by the Railway Administration probably due to very much tight schedule now a day.

Hope this disabler’s case may get humanitarian consideration to allow his escort to travel along with him in same compartment as prayed for, at any moment and his prayer is approved. Thanking you all. Yours faithfully,

Case outstanding with CMS / M.Rly /Kolkata since 14-11-2009 à 97 days (more than 30 days in contrary to PWI Act'1955) unattended & thus a Hemaparasis Disabled (60%), right side of body fully paralyzed, cannot move out side with out an escort but only can operate computer / internet for communication to rest part of world in connection with social works towards betterment of old aged disability & PWDs is neglected months together. For ready appreciation of neglects made to a disabled person kindly see my E-mail dated 04-12-2009 original hard copy of letter dated 14.11.09 along with Rly Form 1 / 36 duly signed, photo pasted and original relevant documents was produced personally to Chief Medical Supdt, M. Rly on 14.11.09 but with out going through as directed deposited to his office on 14.11.09. Inspite of series of mail reminders by a disabled who cannot move freely even with an escort is not issued the certificate even today.
General Manager's personal interferences are solicited.

Issue of concession certificate to an ortohpadically handicapped, paraplegic patient
