Kind personal attention of CGM / CTD, Sri. Maity, is invited
to his reply mail dated 25-04-2014 in response to my mail dated 04-04-2014. It
appears from CGM’s letter quoted above that CAO has now examined the case
i.e. so long he was writing / telling just to harass an old Aged Disabled lie /
untruth without consultation of records (till date CAO has not corrected his
records right from June’2007) and reported false & motivated report to
higher officer i.e. CGM / CTD vide various noting made which may be seen under
item (1) to (4) at attachment “CAO NOSE DOWN 2”. Thus you will find that CAO “Pal
Haripada-CAO”<caotralpctd@bsnl.co.in>
continues to harass OAD –PWDs right from 2007 onwards. In this
connection mail dated 17-04-2014 “[Case
2011] -Time & again a Sr.Citizen, Paralyzed Disabled, can't move puts in
trouble by CAO/BSNL/Alipore” to you & further will
follow for immediate necessary action. However
it is clear now to you that CAO in question is in habit of telling lie even to
you on records suitable necessary action be needed as intimated to TRAI vide
letter dated 22-04-2014 copy endst to you. Incidentally it is clearly
mentioned that but for ignoring the instructions of Sri. K.C.Ghose, Senior
General Manager / South / BSNL to depute a person to the residence of Sri.Kar
to verify the installation & documents elated to the instant issue over
telephonic conversation on 21-01-2014 covered by letter dated 22-01-2014, the unhappiest situation could have been
avoided. However suitable actions needed be taken from your end as CAO in
question accepted all the allegations made against him in pursuance with
request made vide letter dated 22-04-2014 at the earliest which may only be
acceptable by undersigned, kindly be noted.
TRAI may
kindly like to examine the issue already referred to them right from the
beginning vide various e mails well known to them and all others on line. May
kindly issue suitable orders as requested vide e-mail dated 22-04-2014. Incidentally it is to mention clearly that BSNL Company used to
charge penalty for delay in payment even for a single day (due date of payment
not counted & penalty is charged , documentation will be produced whenever
challenged by any one) one sided advantage should not be allowed to any
organization on consideration of fair & impartial justice. However QUICK RESPONSE from TRAI is
essential. Kindly treat this as MOST URGENT.
All of you are already aware that the undersigned will be out of
HQ Kolkata for 2 months for domestic reasons but can be contacted always on
line may please be noted.

The undersigned extreme
disabled as detailed at above do like to express his happiness to get such a
prompt reaction on date itself but from past experience for over 40 years at
central government administrative office & official business system do feel
that it is impossible to call & get various documents / records mentioned
by me of 5 years back for proper scrutiny, verification, examination etc on a
day. However para wise remarks on your mail dated 0304-2014 are furnished below
for ready appreciation by each individual authority to whom the issue has been
referred & likely to be referred in case it becomes necessary.
- Matter of records. It seems original copy & case file at CGM’s office not consulted.
- Factually correct except that not only matters related to Modem issue but other issues dealt with except any SD item.
- Who has denied this?
- CGM /Sectt are confused and unable to say if taken or adjusted. This type of unspecific / unconfident reply from a CGM office is however unfortunate.
- To come at a conclusion BSNL Co is required to deny firmly that they did not receive any SD for BB Modem Type I as per bill reference of payment made as indicated to you or prove that SD for BB Modem paid has been adjusted or refunded under intimation to the undersigned customer.
- You are already aware that CAO / TRA / Alipore although referred several times on this issue but remained silent & preferred to ignore / neglect this aged extreme Hemaparasis Disabled can’t move outside, hence submissions are made to CGM, CMD, DOT & TRAI with full documents / records of the issue involved for ready reference. Since an extreme Disabled being harassed a copy of this letter being sent to CCPD for information
It is noted that although
my mails have been addressed to CGM, reply is being received from CGM / Sectt
office (without name & designation of issuing officer) and without
indicating that the issue of reply has got the approval of CGM. This is an
official impropriety which may kindly be taken care of by an authority at appropriate
level of the organization.
CGM is kindly requested to
please confirm the following:-
A] (1) That bill
reference quoted by me towards SD for BB Moden against Bill for August’2007
for the period 30-06-2007 to 31-07-2007 has been verified with records
maintained at BSNL office and found to be wrong and NOT received
by BSNL.
(2) In case of “Adjustment” as stated by you half heartedly - please
state in clear terms how this SD for BB Modem charges of Rs.500/- was adjusted
quoting bill reference with intimation details to U/s.
(3) You have verified few documents “CGM CMD 2009” sent to you for
verification, examination and you might have noticed that right from beginning
i.e. from June’2007 I have been provided with “BB Modem Type-I” but erroneously
deduction was being made for Type-II Modem which was later vide CGM’s order
dated 05-08-2009 refunded to U/s. Same Type –I Modem continues till date.
Please verify once again all the correspondences made between U/s & CGM
& others from 2009 - up to till date &confirm in clear terms that I am
wrong.
B] You might have seen the
attachment “Tel Bill –Feb14” downloaded from BSNL Web site and found that claim
made by CAO is totally incorrect. This is misguiding information to a higher
administrative officer [Incidentally CAO preferred to write to CGM]. Can you
tell me the reason why you remain silent on this issue?
C] In case this is not
settled with in a reasonable time, other remaining aspects including unsettled
claims brought out at attachment “CGM CMD 2009” [left so long as a good will
gesture to CGM] will be clubbed together and brought out to you for
adjudication.

CGM/Kolkata, CMD, DDPG & TRAI for necessary action. Attention is specially

CGM in August’2009 but reintroduced by CAO/TR/Alipore forcefully from OCT’2010

It is to mention that since the
concerned CAO has restarted harassing this aged paralyzed disabled by virtue of
proven error dealings & as such it has become necessary to restart
outstanding unsettled issues one by one. It is further mentioned that the
instant case and other similar cases relating to CAO/TR/Alipore have been
referred to TRAI for their information and issue necessary remedial &
corrective actions. TRAI is requested to kindly do needful at the earliest so
that the disabled can get rid of trouble. Incidentally it is to mention
that due to some urgent domestic works & avoid summer at Kolkata the U/s
will be out of HQ for 2 months but will be available on line.Thanks.
