Ashim Ghosh,Paschimpara,Bongaon,North 24 Parganas, W.B. India, a post polio disabled (80%) applied for issue of an EPIC to DM/ N 24 Prgs, as his prayer was turned down by local BDO even though he produced PAN Card, Ration Card, Primary & High School certificate & huge relevant certificates, photo documents, URL: http://www.facebook.com/album.php?aid=12548&id=100000814118289&l=cfdaf2d096. BDO office insisted to submit SOME HOW a birth certificate which the victim was reluctant to procure & submit. During 70’s no Panchyat was available and due to unawareness the illiterate parents could not have a birth certificate. Sri. Binood Kumar, District Magistrate / N 24 Prgs hold a hearing on 30-08-2010. All the documents submitted were found to be OK in all respects but certain clarification sought for to be presented on 04-10-2010. Some officers leaded by the senior most officer of DM’s office started criticizing PWDs, insulted when they found every thing was OK. The concerned DM very intelligently and cleverly avoided the submission of further records though not at all required to issue an EPIC but issued an order in a hasty manner on war footing measure on 04-10-2010 with some “IMMAGINARY” and “FAKE” observations clearly contradictory to the certificates / documents produced & accepted by administration. More over DM had to suppress his hasty orders made on 04-10-2010 for another 56 days and finally published on 30-11-2010 just to deprive a disabled (80%). The following may be noted from this case: Some how submission of a birth certificate (70s) insisted- refusal- resultant developments. Video photography arranged from personal pocket money by BDO without permission (extraordinary administrative activeness- why?). Official correspondences made contradictory to each other every time- why. PAN Card, Ration Card are the prove of a citizen accepted by rest part of India – DM/24 Prgs have got any separate rules? Why this criticize, caricature, insults & threats to PWDs become necessary by senior officers of DM in presence of a DM. Hon.High Court / Kolkata abused DM / 24 Prgs for non acceptance of PAN Card as prove of citizenship in a case. Insult to PWDs is a crime in a civilized country & condemned by all. Erstwhile CECs/ India admitted- no fair E-rolls can be made with allotted set up of W.B – Then why no initiative so long to set right such happenings. The present CEC is fully aware of this case during past six months. Let us see the out come and justice to victim by CEC /India Chinmaykar 27-03-2011
