Kind attention is invited to large number of letters, documents placed before commission and all other government administration during past six months. This case is available with each high officials of the Elec. Commission of India. Reproduction of vast documents is not considered necessary.
Erstwhile CECs / India admitted- no fair E-rolls can be made with allotted set up of W.B. Present CEC also knows this. From news media it is understood that some district administration have expressed their inability to carry out instructions given by commission through Sri. V. Zutshi, DCEC. It is however seen that Elec.Commission with the positive help of Home Ministry / Govt. of India could ensure restoration of law & order of W.B for ‘Free’ election. But as regards “Fair” election, a specific case was brought to your knowledge for your intervention & ensuring justice to a disabled (80%) victim. It appears instead of your directive DM / 24 Pargs / W.B / India reluctant to set right the issue by issuing an EPIC. Deliberate differential treatment, misuse of official powers etc have been established through vast documents produced. IMMAGINARY and FAKE observations made by DM are absolutely contradictory to the documents is visible to all concerned. DM even could not reply to letters issued in this regard. Incidentally DM / N 24 Prgs has been abused by Hon. High Court / Kol as he refused to accept PAN Card as prove of citizen of a person.
In the event of existence of a constitutionally framed “Chief Election Commissioner of India” manned by senior most IAS officers, dealing with all matters relating to election & allied jobs we do not feel that each and every matters need be moved to court of law. In such cases poor & disabled persons who cannot move will never get a justice. As the election has been declared it can be expected that commission will direct DM suitably & ensure issue of EPIC. Thanking you.
