In connection with captioned issue, kindly peruse the letter dated 08-12-2010 (yellow back ground) placed below for information. This is the first time during past five decades including more than four decades of my active service life I find Govt. officers including Sr. Officers not only insults people but started criticizing with body expressions in indecent manners in front of a District Magistrate. Incidentally criticism is made for persons with disability. In a civilized country such happenings are not at all desirable.
As regards acceptability of PAN Card as citizenship, denied only by District administration of North 24 Parganas, West Bengal for reasons best known to them where as Government have accepted Very recently Hon. Mr. Justice Joyanta Biswas, Kolkata High Court expressed his extreme dissatisfaction to District Magistrate / North 24 Parganas on an identical issue w.r.t denial of PAN . An inhumanity case is brought to your kind knowledge, opinion / comments / act upon as deem fit. Thanking you all

I will be highly obliged & grateful if you kindly specifically name the person who pronounced “Fake mother” and name of the incumbent ERO / AERO said to have rejected the claim made through production of PAN card and other documents as mentioned at order dated 04-10-2010 but published after 56 days i.e. on 30-11-2010.
As the particulars requested at above are in no way endangering the safety, security of the country, I hope there will be no problem for you to let me know early.

In reference above. As desired by you, Sri. Anirban Chakroborty, Ld Advocate from Barasat Court was engaged to represent the subject matter at court of DM / N-24 Parganas on 30.08.2010 on behalf of Ashim Ghosh. I am given to understand that during hearing held on 30.08.2010 some officials of the respondent (since all happened in your presence names not indicated as a good will gesture) side used the under mentioned quotes / criticized in front of the District Magistrate, Ld Advocate on record & my son. It is noticed that DM is sympatric to Persons With Disability and further he has specially / exhaustively expressed sympathy to PWDs at his latest orders***. As such I will be highly glad if you kindly let me know your views in this respect at the earliest possible.
1. …Ashim, a Disabled Person ….--> “Disabled so what?..... hi…hi”
2. …Disabled posses PAN Card….He is a electronic technician, working at a T.V shop on a salary for Rs. 600/’ p.m.--> “..Ho..Ho.. Why a poor DISABLED requires PAN** card? .. a PAN Card has got no meaning as a PAN** Card is easily available now a day…. Ho…Ho…”
3. …Ashim is residing with Chinmay Kar (Disabled) Mama’ residence at Bongaon for more than 28 years… à “ Aha….Who is this old Disabled man?….this man might have brought this Disabled some ¾ years back for some illegal purpose……old disabled should be brought here so that his activity can be verified…”
4. ….being a disabled person he (Ashim) he could not move to offices which may be sympathically….--> “Ho…Ho…is there any rule that a Disabled case be dealt with sumpathically? Ha…ha…ho…ho”

I will be highly obliged & grateful if you kindly specifically name the person who pronounced “Fake mother” and name of the incumbent ERO / AERO said to have rejected the claim made through production of PAN card and other documents as mentioned at order dated 04-10-2010 but published after 56 days i.e. on 30-11-2010.

I am given to understand that during hearing held on 30.08.2010 some officials of the respondent (since all happened in your presence names not indicated as a good will gesture) side used the under mentioned quotes / criticized in front of the District Magistrate, Ld Advocate on record & my son. It is noticed that DM is sympatric to Persons With Disability and further he has specially / exhaustively expressed sympathy to PWDs at his latest orders***. As such I will be highly glad if you kindly let me know your views in this respect at the earliest possible.
1. …Ashim, a Disabled Person ….--> “Disabled so what?..... hi…hi”
2. …Disabled posses PAN Card….He is a electronic technician, working at a T.V shop on a salary for Rs. 600/’ p.m.--> “..Ho..Ho.. Why a poor DISABLED requires PAN** card? .. a PAN Card has got no meaning as a PAN** Card is easily available now a day…. Ho…Ho…”
3. …Ashim is residing with Chinmay Kar (Disabled) Mama’ residence at Bongaon for more than 28 years… à “ Aha….Who is this old Disabled man?….this man might have brought this Disabled some ¾ years back for some illegal purpose……old disabled should be brought here so that his activity can be verified…”

We all with much expectations from Election Commission of India like to invite attention to this case for redresses. Incidentally the issue has been brought to the notice of commission for last 5/6 months continuously by a large number of well wishers of this poor disabled. It is unfortunately noted that the district administrations have continued to deprive the victim in difference with general norms, administrative extraordinary activeness and with some imaginary and fake observations such as:-
1. Ration Card: - Ration Card is treated as citizen Identity of a person all along and every in India . District administration ignored the ration card issued in1996 of victim where it is clearly indicated that Santi is the guardian (mother). See the photo attached
2. PAN Card: - PAN Card is treated as citizen’s identity – accepted by Govt. Hence disagreement to accept as citizens’ identity will tantamount to challenging authority of Governor & President of India . District administration has ignored this card. See the attached photograph.
3. Primary & High School Certificate confirming date of Birth:- District administration conducted special enquiry and found every thing O.K. but due to unknown reasons reluctant to accept. See attached photographs.
4. Local Municipal Commissioners Certificate- Date & Place of Birth:- District administration reluctant to give cognition due to unknown reasons. See attach photographs
5. Employment Exchange Card: - Suit for any purpose neglected by administration. Photo at attachment.
6. Photo cum identity card (Rly) issued by SDMO / BNJ- All purpose but neglected by local administration.
7. DOB 1978 Residence & residing certificate since 1982 (0ver 28 yrs) issued by Chinmay Kar (Mama) - ignored by administration. See attached photographs.
8. Earlier applications receipt- 2 occasions out of 4- Disabled neglected on different pleas. See the photographs.
9. Pass Port issued in the name of Mother Smt Santi along with minor victim in 1986:- Victim’s child hood name indicated & wrong DOB indicated observed by District administration which was explained vide executing an affidavit. But see para 10 below. See attached photographs.
10. Hasty Office Order issued on war footings on 04.10.2010 by DM but suppressed for 59 days (30.11.2010) to deprive THE VICTIM: - Though DM received the extension prayer of the Ld.Advocate Sri.Anirban Chakroborty’s self illness dated 04.10.2010 acted otherwise so that victim is debarred to submit his claims supported through affidavit. Observations made by DM are purely fake and imaginary just to justify 10 years denial a case of real poor serious disabled person. Imaginary & FAKE observations made by DM DOES NOT SUPPORT DOCUMENTS PRODUCED AND DENIED IN TOTO BY ALL INCLUDING CONCERNED VICTIM.

Now it is clearly evident from the large number of documents, certificates, family photographs for past three decades, contradictory correspondences to each other by the district administration, fake departmental e-mails made available for public view through different web sites during past several months continuously that a deliberate differential treatment in a most unhealthy manner has been made to this poor post polio physically disabled (80%), who cannot move with out an escort Sri.Ashim Ghosh, made to deprive him in getting an EPIC. Further it is observed that Mr.Binood Kumar, District Magistrate, North 24 Parganas, West Bengal, India did not response / reply to number of letters written to him by different persons of the society well wisher to this disabled victim pointing out irregularities, official improprieties and misbehavior, insults and caricatures towards disables etc taken place before Mr. Kumar, DM by his subordinate officers on 30-08-2010. Now it is clear that a motivated request was made by Sri. Kumar to all of us vide his E-mail dated 13-07-2010 (at attachment). The more you will go through, the more surprise wait for you. The instant factual story will be discussed in detail, line by line on web site for appraisal of every one of the globe.
However it is expected that the vast experienced members of Indian Administrative Services officers like Sri.M.K.Narayan, Governor, W.B. and 3 Election Commissioners: Dr.S.Y.Quraishi, Sri.V.S.Sampat & Sri.s.S.H.Brahma will kindly intervene and do needful so that the victim get justice. Incidentally it may kindly be seen that though every effort has been made by district administration to prove the documents not in order but miserably failed and came up with imaginary, fake observations to deprive this poor disabled detailed below.
